About this file
This document is a Justification for Other Than Full and Open Competition (JOFOC) for a superseding lease at 64 Gricebrook Road, St. Albans, VT. The General Services Administration (GSA) currently leases 8,834 rentable square feet of office space at this location for use by the . The existing lease expires on 5/2/2037, and GSA is requesting approval to negotiate a superseding lease with the incumbent lessor, Pizzagalli Properties, LLC, without full and open competition.
The JOFOC states that an award to another lessor would result in substantial duplication of costs to the government that would not be recovered through competition, as the current location has specialized features that would need to be replicated elsewhere. GSA conducted market research but could not identify any other suitable locations within the required delineated area of St. Albans, VT. The proposed rental rate of is deemed fair and reasonable based on comparison to the local market. The JOFOC certifies that this sole source award is in the government's best interest.

. The current lease expires on 5/2/2037. Approval is requested to negotiate a superseding lease with the incumbent Lessor without full and open competition for continued occupancy at this leased location. 41 U.S.C. 3304(a)(1): Only one responsible source and no other supplies or services will satisfy agency requirements. This statutory authority is implemented through GSAR 570.402 and 570.404. It is in the best interest of the Government to remain at the current location. An award to other than the current Lessor would require relocation of the entire requirement and would cause to incur move and replication costs that would not be recovered through competition. There were no locations within St. Albans that would meet the agency’s requirements or found within the St. Albans delineated area. However, office space was located in our market research but in the Burlington, VT area, which is outside of the agency’s stated delineated area of St. Albans, VT.

ACQUISITION.
Pizzagalli Properties, LLC submitted offer .
10. STATEMENT OF ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME
ANY BARRIERS TO COMPETITION BEFORE ANY SUBSEQUENT ACQUISITION.
There are no systemic barriers to competition. If the agency has a continuing need for space upon lease expiration, GSA will follow all authorities, regulations and policies applicable to lease acquisition. Should there be remaining useful life in the Government’s tenant improvements, the Government will consider the cost of moving from the existing location, and the cost to build out new space when deciding whether to undergo a competitive action.
Additionally, objective scrutiny will be given to the customer agency’s mission and security requirements (if applicable) to eliminate unnecessary agency space requirements that may be deemed unduly restrictive.
