About this file
This justification document approves a sole source contract award to Enverus, formerly known as Drilling Info, Inc. The U.S. Energy Information Administration requires Enverus's proprietary oil and natural gas well drilling and production datasets and tools to produce several of its congressionally mandated reports. Services include monthly updated well-level production data for crude oil, natural gas, and associated volumes for the United States and Canada. Data covers existing and historical well records with drilling details, completion information, and test results. Production is assigned to operators by state and county. If well-level data is unavailable, lease or unit-level data is provided. Access is given to the full database with custom exports and the ability to download to common formats without download limits. Unique identifiers are also provided to link with EIA survey collection. The approved contract is a firm-fixed-price agreement with Enverus for one base year and four option years, awarded on December 21, 2021 for an unknown amount to fulfill these data needs.

Justification for Other Than Full and Open Competition
REQ#89303022PEI000078
1. Identification of the Agency and the Contracting activity:
The U.S. Energy Information Administration (EIA) proposes to enter into a contract on the basis of other than full and open competition for crude oil and natural gas well drilling and production data.
This document sets forth the justification and approval for the use of a sole source acquisition found at Federal Acquisition Regulation (FAR) 13.5 and in accordance with 41 U.S. Code § 1901 and FAR subpart 13.5 procedures.
2. Nature and/or Description of Action being approved:
EIA intends to award a firm fixed price (FFP) contract to Enverus (fka Drilling Info, Inc. ) with a one-year base period of December 24, 2021 to December 23, 2022, and four one-year options.
EIA requires Enverus/DI data and its proprietary tools for use in a number of its congressionally mandated products and reports, including: Monthly Crude Oil, Lease Condensate, and Natural Gas Production Report (914); Annual Survey of Domestic Oil and Gas Reserves (23L); and Annual Report of the Origin of Natural Gas Liquids Production (64A) for the Office of Energy Statistics (OES).
Further, EIA requires this data for the Annual Energy Outlook; Short Term Energy Outlook; Drilling Productivity Report; and Shale Gas and Tight Oil Report for the Office of Energy Analysis (OEA).
3. Description of Supplies/Services required to meet Needs including the estimated value:
Enverus/DI provides services and datasets for the U.S. and Canadian crude oil and natural gas well drilling and production industries. These services are updated monthly and are accessible via desktop or FTP (file transfer protocol) site or can be emailed directly to EIA employees.
Item 1: Oil and Natural Gas Well Data
Coverage o Well-level oil and natural gas data, including well records with detailed well drilling, completion, construction, and test attributes, operator data.
o Well-level production volumes of crude oil, associated-dissolved natural gas, nonassociated natural gas, and lease condensate assigned to operators by state and county and historical production.
o Coverage for all existing and historical well-level water, oil, and gas production data for the United States.
o When well-level data is not available, then lease/unit-level production data.
o Access o Access to the entire well database, with customized export of large datasets as needed.
o Features o Ability to download to common database formats and cloud services without limits on the number of records.
o Provision of unique well operator identifying information and unique current operator ID at the US level to facility cross-matching with EIA survey collection processes and to facilitate ng operator IDs and data variables.
o Provision of unique well ID (API Number) to facilitate mapping oil and natural gas plays.
