JOFOC under SLAT MEMO Last Revised 1/11/2021

U.S. General Services Administration GSA PBS Region 10

Leasing Division

Justification for Other than Full and Open Competition Under Simplified Lease Acquisition Threshold

Memo to File

Existing Lease Number: GS-10B-LOR06861 Project Number: 1OR2109 Agency Name: Social Security Administration City, State: Ontario, OR Lease Action Type: Succeeding Rentable SF: 4,637.00 ABOA Average Net Annual Rent:

Proposed Term: 20 years, 5 years firm

Market research was performed through CoStar and Loopnet.com, and did not identify any potential acceptable locations:

● An advertisement requesting expressions of interest (or notifying of GSA’s intent to award) was listed on beta.SAM from 2/10/23 through 2/15/23, and one response was received, but the LCO determined they did not satisfy the Government’s requirements due to not meeting the agency requirement of contiguous space on one floor.

This Memorandum documents that the contracting officer did not identify any potential acceptable locations through advertisement or market survey and serves as the written justification to negotiate directly with the present lessor in accordance with GSAM 570.402-4, No Potential Acceptable Locations, and FAR 6.3, Other Than Full and Open Competition.

MISSION BASIS AND/OR RELEVANT FACTS FOR STAYING IN PLACE

It is in the best interest of the Government to extend the lease at the lease at the current location. SSA submitted a continuing needs requirement to carry out its mission within the City Limits of Ontario, OR;

however, there are no potential acceptable office spaces located in SSA’s delineated area other than the incumbent lessor’s space. SSA has informed GSA that they are satisfied in this location.

CONTRACTING OFFICER CERTIFICATION

The Contracting Officer determines and certifies that the award of this procurement is in the Government's best interest, the anticipated cost to the Government is fair and reasonable, and that this Justification is accurate and complete to the best of my knowledge and belief.
