About this file

This justification provides rationale for awarding a sole-source contract to Thermal Technologies LLC for procurement of a Hot Hydrogen Induction Furnace. The National Aeronautics and Space Administration Marshall Space Flight Center requires the furnace to improve laboratory capability for conducting material research involving interactions in hot hydrogen environments for nuclear thermal propulsion, additive manufacturing, and other research projects. This will allow achieving higher temperatures than currently possible and reducing difficulties in running hot hydrogen material studies while improving access for decontamination. On October 28, 2021, Marshall Space Flight Center awarded contract 80MSFC22PA001 for an unspecified amount to an unknown vendor to meet these objectives through procurement of Thermal Technologies LLC's induction furnace.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION

(JOFOC)

For Hot Hydrogen Induction Furnace

1. Federal Acquisition Regulation (FAR) 6.303-2(b)(l)- Identification of the agency and the contracting activity, and specific identification of the document as a "Justification for other than full and open competition."

This document is a justification for other than full and open competition prepared by National Aeronautics and Space Administration (NASA) George C. Marshall Space Flight Center.

The procuring agency is the National Aeronautics and Space Administration (NASA) and the contracting activity is Marshall Space Flight Center.

2. FAR 6.3Q3-2fblf2l - The nature and/or description of the action being approved;

This justification provides the rationale for contracting by other than full and open competition to award a sole-source contract to Thermal Technologies LLC for procurement of a Hot Hydrogen Induction Furnace with expanded hot zone size, camera viewing assembly, certification, install, and training.

3. FAR 6,JQJ-2fh)f3} - A description of the supplies or services required. to meet the Agency's needs <including the estimated value};

The item to be procured is a custom induction lab furnace designed for high temperature hydrogen operation and capable of handling nuclear materials. The procurement includes the addition of a camera viewing assembly, training, installation, shipping, and an increase of the hot zone from the base design. This supports the nuclear thermal propulsion work at Marshall Space Flight Center and is expected to support other work such as Additive Manufacturing as well. The delivery date is 34 weeks upon order. The total estimated dollar value is $547,000.

4. FAR 6.3Q3-2fblf4l - An identification of the statutory authority permitting other than full and open competition;

The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c) (1 ), as implemented by FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements).
