Justification for Other Than Full and Open Competition

This is a Justification for Other Than Full and Open Competition (CUI) form for a sole source and limited competition acquisition under FAR Part 12.

Acquisition Overview and Justification

The DLA Weapons Support Opdoen is acquiring fuel control starter components (NSN 2910013556481RP) in a quantity of 11 units under solicitation number SPRHA1-26-R-0031. This is a firm fixed-price acquisition with no options. The contracting activity is OO-DLA/AUB. The acquisition is justified under 10 U.S.C. 3204(a)(1), which permits acquisitions from limited or sole sources when supplies or services are available from only one source. The specific authority cited is AMC 2 (suitable for competitive acquisition for the first time) and AMSC R (the Government does not own the data or rights to data needed to purchase this part from another source, and it is uneconomical to procure the data or rights to the data). Three sources are identified with CAGE codes: AAR Supply Chain (1Y249), RTX Corporation (55820), and Hamilton Sundstrand Corporation (99167).

Competition Efforts and Market Research

A sources sought notice and Request for Information (RFI) were posted to Contract Opportunities on February 19, 2026, which resulted in no responses from industry. A market survey was conducted in March and April 2024 identifying vendors through internet searches and prior industry knowledge. The survey identified Woodward as a manufacturer of subcomponents for the F-16 JFS Fuel Control. Specific part number searches on government listings and ILSmrt searches revealed six companies with small quantities of the F-16 JFS Fuel Control Assembly, indicating potential surplus sources. The Government determined that anticipated costs will be fair and reasonable based on JAW FAR 15.404. The data is proprietary and owned by Pratt & Whitney (formerly Hamilton Sundstrand, CAGE 55820), and the Government has limited rights to this data, deeming it uneconomical to purchase the data separately. The Contracting Officer, Johnny Wakefield, approved this justification on September 14, 2026, with approval authority not exceeding $10 million.
