I. Agency and Contracting Activity.

II. Nature and/or description of the action being approved.
Upon approval to use other than full and open competition procedure, the USAF will award a new Firm Fixed Priced (FFP) contract comprised of a 1-year base and three 1-year options for commercial services software developer support. Software developers will configure, test, and deploy operational capabilities as defined and prioritized by the USAF for the Theater Integrated Combat Munitions system (TICMS) munitions management proprietary One Network Enterprises, Inc. (One Inc.)
software application.
This contract will be issued to One Inc. (CAGE Code: 4A0J3). As will be seen below, there have been multiple service support contracts issued previously by various Department of Defense (DoD) entities.
After 6+ years of utilizing One Inc., it has been determined that no other company can provide the required services. The One Inc. NEO and DoD core platform is the proprietary software capability that makes up the back bone of the TICMS application and must be managed by designated One Inc. software developers. (NEO is not an acronym and is One Inc's proprietary Artificial Intelligence (AI) and machine learning technology behind the NEO Platform and Digital Supply Chain Network.) The Government has expended considerable resources to configure the One Inc. NEO and DoD core platform to interface with USAF DoD conventional munitions processes and activities necessary to maintain the security and accountability of the $32+B global munitions inventory, accounting, and war-fighter support processes.

The information provided in this J&A suffices to meet the requirements of FAR 7 with regard to coordination of the Acquisition Plan/SASS with the Competition Advocate for acquisitions below the required thresholds outlined in DFARS 207.103.(d)(i)(B)
III. Description of supplies/services required to meet agency needs.
TICMS Functional Management Office (FMO) has a requirement to continue the use of One Inc. services to develop and configure an already existing software suite and all-up application utilizing their system experts under NAICS 511210 SOFTWARE PUBLISHERS. The configuration of the application for the USAF TICMS platform and table structures will require approximately 20K man hours utilizing 11 Contractor Manpower Equivalents (CME) per year from One Inc
: These standards are comparable with GSA IT Schedule 70 and other software development projects performed in the DoD as reflected within the Independent Government Cost Estimate (IGCE). The TICMS FMO retains full data rights for all US Government entered/supplied data. This agreement is covered extensively and completely in the ONE software End User Licensing Agreement (EULA), which is an addendum to the software contract issued under N6426720F0002 and will be associated with any labor effort established by the USAF to ensure USAF retains rights to all of their data. Note that long term sustainment development requirement will be organically provided by the USAF internally. Currently the TICMS FMO does not yet have the technical ability to utilize organic USAF software developers to create, modify and promote to production the vendors complex proprietary coding. It is not expected that organic developers will be available to have this capability until the TICMS product enters into the sustainment life cycle phase in FY2026.
