About this file

This is a Justification and Approval (J&A) document for a sole-source contract award under FAR 6.302-1 (Only One Responsible Source). The 316th Contracting Squadron at Joint Base Andrews, Maryland, acting on behalf of the 89th Operations Group, intends to award a new firm-fixed-price contract to Jeppesen/Foreflight for computerized flight planning software and electronic charting software supporting the 89th Airlift Wing's aircraft operations. The contract period runs from April 1, 2026, through March 31, 2031, with a total value redacted from the document. The requirement encompasses Jeppesen Foreflight Dispatch software (flight planning) and Foreflight Mobile (electronic charting), billed at 12-month intervals across a base year and four option years, with both CLINs recurring monthly for the duration of each period.

The justification establishes that Jeppesen is the sole capable source due to exclusive FMS data compatibility with the 89th Airlift Wing's aircraft, unparalleled international data coverage (93,000+ terminal instrument procedures across 14,000+ airports with 132.5% advantage over competitors), ISO-accredited data validation processes achieving error rates below 0.001%, and seamless end-to-end integration from flight plan creation to FMS execution. Market research confirmed the software is proprietary and available only from the original developer, with no other vendor possessing legal rights or technical capability to provide equivalent service without substantial cost duplication and unacceptable operational delays. The contracting officer determined anticipated costs are fair and reasonable based on comparison to existing contract pricing with no significant market condition changes. A public notice was not published under the FAR 5.202(a)(2) exception for unusual and compelling urgency, citing mission-critical operations with national security implications that would cease upon the current subscription's January 26, 2026 expiration without timely award.

IV. Demonstration that the contractor's unique qualifications or the nature of the acquisition requires use of the authority cited above.

The 89th Operations Group (89 OG) requires a robust and globally comprehensive flight planning solution to support the diverse worldwide operational requirements of its approximately aircraft. Due to the critical nature of the 89 OG's mission, and stringent regulatory requirements for safety, Jeppesen is uniquely qualified to provide and maintain the highest standards of flight safety and operational integrity.

After a rigorous assessment of available options, it is concluded that Jeppesen uniquely meets these exacting demands due to its:

- Exclusive FMS Data Compatibility: The Flight Management System (FMS) comprised of models relies on Jeppesen navigational data. Utilizing Jeppesen flight planning software is not merely a convenience; it ensures end-to-end data consistency from flight plan creation to FMS execution. This eliminates the risk of data translation errors, a significant safety concern when transferring flight plans between disparate systems. This data consistency is a unique outcome because their expert validation teams directly source Jeppesen chart updates.

- Unparalleled Data Coverage and Validation: Jeppesen's database is considered the gold standard for international operations because it standardizes procedures and charts across every country, preventing pilots from having to learn different chart formats for every border crossed. It encompasses over 93,000 terminal instrument procedures across more than 14,000 airports worldwide. This represents a 132.5% advantage in data coverage compared to the nearest competitor, demonstrably reducing the risk of encountering unsupported procedures, particularly in remote or less-trafficked regions crucial to the 89 OG's global mission. Their proprietary system's accuracy is validated and maintained through adherence to International Organization for Standardization (ISO) accredited processes, offering unparalleled confidence in data integrity.

- Exclusive Flight Management System (FMS) Data Compatibility and Integration: The 89 OG's aircraft rely on Jeppesen navigational data within their Flight Management Systems (FMS). Employing Jeppesen flight planning software ensures end-to-end data consistency, seamlessly linking flight plan creation to FMS execution. This eliminates the potential for data translation errors, a significant safety hazard when using disparate systems. This critical compatibility is further reinforced by Jeppesen's expert validation teams who directly source Jeppesen chart updates. This means a single source for all of the flight information, preventing the potential for errors.

- Demonstrated Safety Enhancements and Risk Mitigation: Jeppesen's system incorporates advanced features specifically designed to proactively mitigate flight risks. These include terrain awareness, obstacle avoidance, and robust error-checking algorithms. Significantly, only Jeppesen’s data maintenance system is accredited by the International Organization for Standardization (ISO), and it achieves a data error rate of less than 0.001%. Jeppesen’s proprietary technology also reduces potential risks by avoiding the use of a crowd-sourced database. These ISO backed features dramatically reduce the potential for Controlled Flight Into Terrain (CFIT) incidents and other navigational errors, directly contributing to enhanced flight safety.

Expedited Avionics Data Uploads: This unique feature allows pilots and flight crews to quickly and easily transfer flight plans directly into the aircraft's navigation system with a single touch. This seamless transfer of information, particularly in urgent situations, can save valuable time because it eliminates the need to manually enter data, which can be slow and prone to errors.

This ensures missions can begin more quickly and safely.

- Proprietary Direct Data Sourcing and Accredited Validation (ISO): Unlike other providers that may rely on less reliable, crowdsourced information, only Jeppesen gathers its data directly from official aviation authorities and employs a dedicated team of experts to verify its accuracy. This data is then used in an International Organization for Standardization (ISO) accredited and secure system. ISO is a highly respected international body that is committed to safety and quality standards. This rigorous process ensures that flight crews have access to the most up-to-date, reliable, and trustworthy information available, which allows this system to meet mission-critical needs."

Competing solutions lack Jeppesen's combined data volume, validated safety, and proven operational effectiveness, leading to less reliable data. Introducing a non-Jeppesen solution would force reliance on disparate data sources, creating more potential for error and jeopardizing mission safety and efficiency.

V. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable, including whether a notice was or will be publicized as required by subpart 5.2 and, if not, which exception under FAR 5.202 applies.

Market research confirmed that the required software subscription service is a proprietary product available only from the original developer, Jeppesen Sanderson. The software's source code, architecture, and the format of the Government's existing mission-critical data are all proprietary to the vendor. As established under the authority of FAR 6.302-1, no other source has the legal rights or technical capability to provide the required service without causing substantial duplication of cost and unacceptable delays due to system overhaul, data migration, and retraining. Therefore, soliciting offers from other sources is not practicable.

Furthermore, a public notice of this proposed action was not published. This action falls under the exception at FAR 5.202(a)(2), "Unusual and Compelling Urgency." As detailed in Section IV of this justification, publicizing a notice would delay the contract award beyond the current subscription's expiration date of 31 Jan 26. The resulting termination of service would cause a complete stoppage of mission-critical operations with national security implications, leading to a serious injury to the Government.

Sole Source Justification:

The final conclusion is that there currently appears to be no opportunities for competition. The reason for this lack of competition is that Jeppesen/Foreflight possesses exclusive data rights required for this requirement. This likely means they own the necessary data or have proprietary technology that is essential for fulfilling the project's objectives, which no other vendor can legally or practically replicate.

VI. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The Contracting Officer has determined that the anticipated cost to the Government for the follow-on contract is fair and reasonable based on a comparison to the pricing of the existing contract for the same service. There have been no significant changes anticipated in market conditions and scope of the requirement. The Independent Government Estimate (IGE) estimates the cost for this service aligns with both the current contract price and the anticipated price for the follow-on services.

VII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Jeppesen/ForeFlight is the only source capable of providing the necessary comprehensive, world-wide flight planning coverage and standardized database. Their system is essential for maintaining seamless integration with current 89 AW aircraft systems and existing Jeppesen Military Dispatch services”

The required solution is a global military flight planning system capable of operating in degraded or GPS-denied environments. It must feature detailed aircraft performance modeling, ETOPS support, and real-time flight tracking. The system demands deep integration with weather/NOTAM feeds and critical DoD systems like APACS, while ensuring DoD IL4 compliance for CUI. A modern, graphical user interface with mobile and offline EFB support, along with tools for fuel planning and mission debriefing, are also essential.

VIII. Any other facts supporting the use of Other Than Full and Open Competition.

This contract is necessary to support a critical mission requirement. Jeppesen / Foreflight possesses worldwide flight planning coverage and complete, standardized and compatible database to fulfil this requirement. An open competition to provide this data would cause intolerable delays to 89th Airlift Wing's operations and pose a risk of mission failure.
