CATMS Support-JA20-160 AMD 01 months with four, 12-month option periods.
The proposed task order is a follow-on to expiring contract number HQ003417C0104, which provides CATMS support services to JSP and its supported organizations. The current contract was awarded on September 23, 2017 with a base period of 12 months with two, 12-month option periods. The current contract ends on September 22, 2020, and JSP is requesting a follow-on task order to continue providing CATMS support services to its organization.
3. DESCRIPTION OF SUPPLIES/SERVICES: This is a non-personal services task order to provide lead integration for mission application development, system engineering, sustainment, and support services to CATMS. The overall objective of the follow-on effort is support of the following services without interruption:
a. Automate the dissemination and reporting of actions, tasks, requests for information, awards, and decorations originating from JSP to internal and external Department of Defense (DoD) staff organizations.
b. Enable transparency and provide metrics to identify workflow bottlenecks, conduct workload comparisons, and create efficiencies and accountability for staff processes.
c. Use agile software development techniques that allow for quick response to Government requirements.
d. Reduce overall life cycle support costs by limiting the need for additional operations & maintenance support.
e. Utilize the commercial off-the-shelf software Task Management Tool (TMT) to the maximum extent possible to maximize reuse of the existing infrastructure, reducing delivery time and development costs.
CATMS currently leverages the existing JSP infrastructure and provides seamless integration to the Configuration Resource Management (CRM), Microsoft (MS) SharePoint servers, and MS Office. The CATMS program is fully integrated into supported workflow/staff functions, it enables a more streamlined tasking procedure through delivery of increased transparency, visibility, and accountability within the TMT supported footprint. The TMT product along with the additional module addresses Correspondence Management Division (CMD) functionality that will provide a more “useable” product that meets customer requirements. By utilizing the TMT product, the amount of work will be reduced, resulting in the reduction of resources required to maintain and sustain the system, therefore lowering the lifecycle costs. Without these essential capabilities, the DoD Executive Secretary Office and corresponding components will not be able to efficiently collaborate, manage tasks, or track correspondence.

After reviewing capabilities offered by vendors, it was apparent that the only product available that possesses a unique and suitable non-licensed user interoperability feature, without the requirement for additional software development is the TMT solution.
7. ANY OTHER SUPPORTING FACTS: TMT was procured to replace the WHS/Executive Service Division (ESD) CMD’s previous system, Electronic Correspondence Control System (eCCS) due to increased costs to maintain and lack of flexibility to allow design modifications to support emerging requirements. The previous system did not meet all customer requirements and was very complex. A gap in coverage of not receiving continuous CATMS support from Accenture will lead to a core inability to customize the TMT program to meet the specific needs of DoD. The TMT program is customized during the annual TMT SW maintenance renewal in order to keep the Government up-to-date with the latest version of TMT. In addition, when the manufacturer releases software upgrades containing patches and security updates that may not always function properly with other applications on the network, the vendor would customize to either correct the issue or revert to the previous version. No other CRM-based tasking solutions exist with the ability to incorporate non-licensed users as a distinctive capability to meet JSP requirements. Other vendors will have to incorporate the price of software development into a new contract. Additional time would be required to develop new software during an extended PoP.
