FAR Part 12 Sole Source Justification and Approval
This document is a FAR Part 12 sole source justification for a maintenance and repair services contract with Radiometrics Corporation. The U.S. Army's Dugway Proving Ground (DPG) and White Sands Missile Range (WSMR) require ongoing maintenance and repair services for critical meteorological equipment, including one FBS-ST 449 MHz Radar Wind Profiler at DPG, four DBS-BL 924 MHz Radar Wind Profilers at DPG, two MP-3000A Microwave Radiometers at DPG, and one DBS-BL 924 MHz Radar Wind Profiler at WSMR. The contract will be awarded as a Firm-Fixed-Price and Time-and-Materials hybrid with a total value of $601,000.00. The base period runs from October 1, 2026 through March 31, 2027 ($115,650.36), with two one-year options valued at $239,106.00 and $246,086.00 respectively. The contract is funded through fiscal year 2027 Research, Development, Test and Evaluation (RDTE) funds and is a follow-on to contract W911S6-23-P-0024.
The justification establishes sole source authority under Title 41 U.S.C. 1901 (FAR 12.201-1) based on proprietary constraints. Radiometrics retains exclusive ownership of source code, internal architecture, and proprietary software for the equipment, and no other vendor possesses the legal rights, technical data, or software access required for system updates, cybersecurity compliance, or internal diagnostics. The contractor will provide evaluation, repair, maintenance, and calibration services with OEM-supplied hardware and software, excluding non-Radiometrics components. Market research conducted via a sources sought notice on SAM.gov (May 21, 2026 for nine days) identified one interested vendor, BHPE LLC, but they lack OEM authorization and specialized expertise. Alternative manufacturers such as Scintec and MicroMet cannot service existing Radiometrics systems and would require replacement of entire infrastructure at an estimated cost of $6,000,000.00. Mission impact of non-approval is estimated at approximately $15,000,000.00 annually due to loss of critical upper-air atmospheric measurement capability. Fair and reasonable pricing will be determined using price analysis and an Independent Government Cost Estimate (IGCE).

2. Contracting Activity: Mission and Installation Contracting Command – Dugway Proving Ground, 5330 Valdez Circle, Dugway, UT 84022.
3. Description of Action: The MET Division at Dugway Proving Ground (DPG) and White Sands Missile Range (WSMR) requires maintenance and repair services for the following systems:
a. FBS-ST, 449 MHz Radar Wind Profiler at DPG (Qty 1)
b. DBS-BL, 924 MHz Radar Wind Profiler at DPG (Qty 4)
c. MP-3000A Microwave Radiometers at DPG (Qty 2)
d. DBS-BL, 924 MHz Radar Wind Profiler at WSMR (Qty 1)
Request approval to award a Firm-Fixed-Price (FFP) and Time-and-Materials (T&M) contract with Radiometrics Corporation, 3771 Eureka Way, Frederick, Colorado 80516- 9446, Cage Code 05NW2. The Government projects award for September 2026 and fiscal year 2027 Research, Development, Test and Evaluation (RDTE) funds will be used. This action is a follow-on to contract W911S6-23-P-0024. That contract was not competed under the authority 41 U.S.C. 1903 as Implemented by FAR Subpart 13.5.
Paragraph “Actions to Increase Competition” of the previous justification stated: “The Government customer will continue with the current system and will begin exploring new system potential for future commercial radar/radiometer and wind profiler systems that would be supportable by more than one source.” Those actions were not accomplished because market research confirmed that the required wind profiler and radiometer systems remain proprietary to Radiometrics. As documented in Paragraph 6 below, no other vendor possesses the technical data, design rights, software access, or integration capability necessary to maintain or repair the existing systems. Due to these proprietary constraints, no alternative sources could be identified, and no additional actions to increase competition were feasible.
4. Description of Supplies/Services: The contractor will provide the DPG and WSMR Meteorology Branches with evaluation, repair, and maintenance services for critical meteorological systems. These systems include Microwave Radiometers, 924 MHz Radar Wind Profilers, and a 449 MHz Radar Wind Profiler. All required hardware and software provided under this effort will be OEM-supplied, with the exception of components not manufactured by Radiometrics. The objective is to ensure these systems remain fully operational and continuously available to support mission requirements.
For Actions with Options:
Period Period of Performance (POP) Estimated Value Base 01 OCT 2026 — 31 MAR 2027 $115,650.36
Option 1 01 APR 2027 — 31 MAR 2028 $239,106.00 Option 2 01 APR 2028 — 31 MAR 2029 $246,086.00
Total Value: $601,000.00
5. Authority Cited: Simplified acquisition procedures for Commercial Products and Commercial Services, Title 41 U.S.C. 1901 as implemented by FAR 12.201-1 (DFARS
CD 2026-O0028):
[ ] Unusual and compelling urgency [ ] Exclusive licensing agreements [ ] Industrial mobilization [x] Other: The FAR allows for a sole-source award when only one responsible source and no other supplies or services will satisfy agency requirements.
6. Reason for Authority Cited:
Proprietary Constraints: Radiometrics retains exclusive ownership of the source code, internal architecture, and proprietary software used in the Original Equipment Manufacturer (OEM) MP-3000A Microwave Radiometers and Raptor-branded Radar Wind Profiler systems operated at DPG and WSMR. No other vendor possesses the legal rights, technical data, or software access required to perform system updates, cybersecurity compliance actions, or internal diagnostics. As a result, only Radiometrics can provide the full range of maintenance, calibration, and software support necessary to keep these systems operational and compliant with Army Cybersecurity requirements.
Specialized Expertise: Radiometrics technicians are uniquely trained and certified to perform internal calibration, component-level repair, and system-specific troubleshooting for these models. There are no authorized third-party service providers, distributors, or repair centers. Local personnel can perform limited basic maintenance, but all advanced diagnostics, software updates, and calibration actions require Radiometrics’ direct involvement.
Substantial Duplication of Cost: Attempting to introduce competition would require replacing the existing infrastructure, including sensors, servers, and proprietary software, with entirely new systems at an estimated cost of $6,000,000.00. Procuring support from a non-OEM vendor would still force the Government to purchase proprietary parts, firmware, and software patches from Radiometrics at premium rates, resulting in higher overall cost and unacceptable delays. These expenditures would not yield additional capability and would constitute a substantial duplication of cost to the Government.
Mission Impact: Failure to approve this justification would result in the loss of maintenance, repair, and calibration support for critical atmospheric measurement systems. This would halt high-level atmospheric monitoring at DPG and WSMR, degrading test support operations and jeopardizing workforce safety. The estimated mission impact is approximately $15,000,000.00 per year, due to test delays, cancellations, and increased risk to systems under test.
Alternatives Considered: While other manufacturers (e.g., Scintec, MicroMet) produce similar atmospheric sensing equipment, none can service or interface with the existing Radiometrics systems. Using an alternate vendor would require purchasing new hardware, software, and data-processing infrastructure, potentially costing hundreds of thousands of dollars per system, with no guarantee of compatibility or successful integration. Suspension of operations is not a viable alternative due to the essential role of upper-air measurements in test safety and mission execution. Local experts can perform only limited maintenance and still rely on Radiometrics for remote diagnostics, calibration, and proprietary software support.
Additional Supporting Information:
□ Expected System Life: The systems are expected to remain in service for an additional 5-10 years, contingent on the availability and compatibility of replacement parts and funding for lifecycle extensions.
□ Impact if Not Approved: Without OEM support, the Government would face extended periods, potentially months to over a year, without maintenance, repair, or calibration capability. This would degrade test support quality, prevent delivery of required upper-air wind data to customers, and increase risk to both test assets and personnel.
7. Efforts to Obtain Competition: The Contracting Officer shall publish the notices required by FAR 5.101.
a. Effective competition: Because this is a sole source action effective competition is not applicable.
b. Subcontracting competition: This follow-on action does not meet the threshold of $900K and a subcontracting plan is not required. If there are opportunities for subcontracting, maximum opportunity shall be given to small business.
8. Actions to Increase Competition: Market research confirmed that the equipment is proprietary to Radiometrics, and no other vendor has access to the design specifications, software or components required to perform the required services. As a result, Radiometrics is the only responsible source capable of fulfilling the Government’s needs, consistent with Simplified acquisition procedures for Commercial Products and Commercial Services, Title 41 U.S.C. 1901 as implemented by FAR
12.201-1 (DFARS CD 2026-O0028).
9. Market Research: In accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 212.102-70(a) (DFARS CD 2026-O0017), which refers to DFARS 206.104-71(a)(2) and DFARS Procedures, Guidance and Information (PGI) 206.104-71(1), a sources sought was posted to SAM.gov on 21 May 2026 for nine (9) days and one (1) vendor, BHPE, LLC expressed interest. However, they do not

Additionally, the Contract Specialist conducted independent internet research to identify any other potential vendors capable of meeting the requirement. These searches identified alternative manufacturers (e.g., Scintec, MicroMet); however, none possess the necessary access to proprietary components, technical data, or system-specific expertise required to support the existing equipment. Scintec could potentially maintain radar wind profilers, but doing so would require the Government to purchase new software and data-processing servers compatible with their systems. MicroMet manufactures its own radar wind profilers, but utilizing their services would similarly require the procurement of new equipment and software, resulting in significant additional cost and no guarantee of compatibility with current infrastructure.
10. Interested Sources: See paragraph 7 for Interested Sources. To date, no other sources have written to express interest in the acquisition.
11. Other Facts: DPG and WSMR rely on their profiler and radiometer systems to obtain wind and temperature measurements at upper-air levels that cannot be captured by surface tower sensors. These data are essential for producing the accurate forecasts required to safely and effectively support testing operations at both ranges.
