About this file
This is a Justification Review Document (FAR Part 6) supporting a sole source contract award for MathWorks Academic and Enterprise software licenses to the Combat Capability Development Command Armaments Center (DEVCOM AC).
Procurement Overview and Justification: The U.S. Army Corps of Engineers Huntsville Engineering and Support Center (CEHNC) seeks to award a non-competitive Firm Fixed Price (FFP) contract to MathWorks Inc., CAGE Code 0C524, located in Natick, Massachusetts. The estimated contract value is undisclosed, with a performance period of thirty-eight months including a base period (Enterprise License: 01 August 2026 to 31 July 2027; Academic Licenses: 01 October 2026 to 30 September 2027) and two one-year option periods extending through 30 September 2029. The contract will provide 1 Enterprise license and 100 Academic licenses for annual support, updates, and bug fixes. Authority for the sole source procurement is Title 10 U.S.C. § 3204(a)(1) under Revolutionary FAR Overhaul (RFO) Part 6.103-1, citing that only one responsible source and no other supplies or services will satisfy agency requirements. The justification emphasizes that MathWorks is the Original Equipment Manufacturer (OEM) with proprietary source code ownership, has been successfully integrated into DEVCOM AC's infrastructure for fifteen years, holds Network Enterprise Center (NEC) certification and DoD cybersecurity approvals (NIST, CMMC), and provides critical capabilities uniquely required by the engineering and scientific community that alternative vendors cannot replicate. Market research conducted in July 2026 via SAM.gov, direct RFI contact with MathWorks, CHESS inquiry, and internet searches identified no viable alternatives. Competitive alternatives such as MicroStrategy and RapidMiner lack multiple required technical capabilities (parallel computing, code conversion/generation, application deployment, verification/validation testing, event-based modeling, physical modeling, signal/image processing, and other specialized functions). The contract award is anticipated no later than 31 July 2026.
