Source Selection Information - See FAR 2.101 and 3.104-4

Sole Source Justification and Approval

1. Contracting Activity: Regional Health Contracting Office - Central (RHCO-C), Joint Base San

Antonio, Fort Sam Houston, Texas.

2. Description of Action: The Regional Health Contracting Office – Central requests approval to establish an Indefinite Delivery, Indefinite Quantity (IDIQ) contract with Firm-Fixed Price (FFP)

CLINS to Terra Klean Solutions, Inc for the procurement of healthcare housekeeping services in support of the existing William Beaumont Army Medical Center (WBAMC) and the associated

Military Treatment Facilities (MTFs) within the local area.

X An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(B

3. Description of Supplies/Services: William Beaumont Army Medical Center (WBAMC), Fort Bliss, Texas, has a requirement for healthcare housekeeping services at all Medical

Treatment Facilities (MTFs) in the Health Service Area (HSA) of WBAMC, inclusive of Biggs

Army Air Field, TX, McGregor Range, NM, and White Sands Missile Range, NM. Healthcare housekeeping services include personnel, training, equipment, tools, supplies, management, and administration necessary to maintain sanitary, safe, and aesthetically-pleasing environments at the identified MTFs.

Period of Performance: The resultant contract will have a 24 month ordering period from 01

September 2020 – 31 August 2022.

Total estimated value:

4. Authority Cited: 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.

5. Reason for Authority Cited: The government is in the process of commissioning the new

William Beaumont Army Medical facility. Due to unforeseen delays in opening of the new facility, the need for continued operations within the existing medical treatment facilities is imperative to ensure delivery of the benefit to military beneficiaries until the new facility is fully operational. The continued operation of the existing facilities mandates the establishment of a contract vehicle to provide the required healthcare hospital housekeeping services which are critical to the mission and operation of the MTFs.

Due to the nature of the services required, the unknown timelines for the commissioning of the new facility, and the time required for the contractor to recruit, train, and stage the approximately

114 FTEs needed to provide the mission critical services, it would be unfeasible for the

Government to pursue a competitive acquisition at this time without the potential for an

For Official Use Only Source Selection Information - See FAR 2.101 and 3.104-4 interruption in services.

The proposed contractor, Terra Klean Solutions, Inc, is currently providing the required services within the identified MTFs with satisfactory performance. Terra Klean Solutions, Inc is the only source with the required personnel and materials readily available to meet the Governments need within the requested timeframe without a lapse in service.

6. Efforts to Obtain Competition: At this time, due to the urgency of the need no other sources were sought to fulfill the need for healthcare housekeeping beyond the current provider.

The Contracting Officer will publish the required Notice of Intent to award a Sole Source contract via the GPE prior to award of any action, as required by FAR 5.201. All responses will be reviewed and addressed accordingly.

a. Effective Competition: Terra Klean Solutions, Inc. is the only vendor capable of meeting the Government's requirement with a start date of 01 September 2020. The

Government is currently working a competitive acquisition for a long-term contract to provide the required services at the new facility.

b. Subcontracting Competition: In accordance with FAR Subpart 19.705-2, the

Contracting Officer has taken actions to determine whether the proposed contractual obligation requires a sub-contracting plan. According to Small Business Administration

Dynamic Small Business Search the proposed contractor, Terra Klean Solutions is a small disadvantaged business concern as defined in 13 CFR 124.1002.

7. Actions to Increase Competition. Health Readiness Contracting Officer (HRCO) is currently working on a competitive long term requirement to provide these services in support of the new facility. The solicitation will afford interested vendors the opportunity to compete for the requirement at the new hospital.

8. Market Research: Based on market research, there are other vendors capable of providing the required services once the new hospital is ready for occupancy; however due to the immediate need for the required services and the short period of performance the contracting officer has determined that limiting competition is in the best interest of the Government.

9. Interested Sources: There are interested sources for this requirement; however, these sources are not being considered for the short term contract. Competing this requirement at this time will cause an interruption of critical services, which could cause harm to soldiers and civilians that would not be in the best interest of the Government. Replacing the services at this point will cause complete mission failure for WBAMC and the MTFs..

10. Other Facts:

a. Procurement history. This requirement is for the sustainment of operations during the transition to the new medical treatment facility. Previous contracts for similar services were procured for the daily operation of the MTFs, this requirement differs in that the services needed are to allow for a strategic transition to the new facility. Upon fully operational status, the services at the

For Official Use Only Source Selection Information - See FAR 2.101 and 3.104-4 identified facilities covered in this document will no longer be required.

b. Class J&A: This Class J&A will cover all future actions for these items/services (as appropriate). Each action will be supported by a memorandum for record stating the action is within the scope of the class J&A in each contract file. Not applicable

11. Potential impact to the Government: If a bridge contract is not awarded there will be serious injury to the Government. Maintaining cleanliness protocols in the hospital and MTFs is imperative to continuing the mission of WBAMC and the MTFs of providing a safe, clean, and aesthetically-pleasing environment for the hospital and treatment facilities Interruption in the performance of, cleaning, sanitation and environmental services, is unacceptable for WBAMC and the MTFs in WBAMC service area.
