JUSTIFICATION AND APPROVAL

FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

1. Contracting Activity.

Naval Air Warfare Center Aircraft Division (NAWC-AD) Patuxent River, MD.

2. Description of the Action Being Approved.

The Atlantic Test Range’s (ATR) Range Display Systems (RDS) team is developing a Ground

Based Detect and Avoid System (GBDAA) for Unmanned Aerial Systems (UAS) operations in civil and military airspace. The system will be deployed as a real-time operating system (RTOS) that will enhance situational awareness within PAX NAS restricted and Federal Aviation

Administration (FAA) controlled airspace. VectorCast with Coupling Software is a commercial-off-the-shelf (COTS) solution that meets NAVAIRINST 13034.4 requirements for UAS surveillance without requiring unpractical methods such as a visual observer or manned chase planes.

3. Description of Supplies/Services.

The NAWCAD ATR has a requirement for the procurement of the standard license and required license maintenance and development seats. The goal is to incur a one-time purchase that reduces rework by critical testing of software as it’s being developed, contractual paperwork, cost, and schedule risks. This purchase follows previous Vector procurements at ATR and sustain the support of testing critical RDS software in support of UAS operations in civil and military airspace. VectorCAST with Coupling Software was purchased, along with development seats and maintenance with seed funding to get the project started. We have secured FY20 funds to buy down the remainder of the software license, maintenance, and development seats.

4. Statutory Authority Permitting Other Than Full and Open Competition.

FAR 8.405-6(a)(1)(i)(B), Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

5. Rationale Justifying Use of Cited Statutory Authority.

The Guardian GBDAA system will be used to support ATR’s UAS customers and will serve as a safety of flight (SOF) critical system. As a SOF critical system, the software must be integrated onto certified safety hardware and must run on a certified operating system (OS) that meets AL-2 and AL-5 and MIL-STD-882E requirements. VectorCAST with Coupling meets NAVAIR policy

(NAVAIRINST 13034.4) and is a COTS solution containing an AL-2 and AL-5 Certification

Evidence package, which provides comprehensive safety certification evidence, enabling avionics manufacturers to meet stringent safety certification

The AL-2 and AL-5 certification evidence contains artifacts from core components. VectorCAST with Coupling provides a critical test platform that verifies artifacts including designs, source code, P a g e | 3 build files, annotated object-level code coverage, and tool qualification test results data for critical

IMA systems.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

VectorCAST with Coupling Software is developed in accordance with NAVAIRINST 13034.4 in order to maintain compliance with military and Federal (civil) standards. The software is in direct support of test flight operations for all UAV's customers at ATR, including MQ-25A. The installation, integration, and testing of software is part of the program’s critical path schedule, and will directly affect their schedule if the software is not on-line in time.

7. Determination of Fair and Reasonable Cost.

In order to maintain compliance with military and Federal (civil) standards. The software is in direct support of test flight operations for all UAV's customers at ATR, including MQ-25A.

VectorCAST Software is a commercial-off-the-shelf (COTS) solution that meets NAVAIRINST

13034.4 requirements for UAS surveillance without requiring unpractical methods such as a visual observer or manned chase planes.

8. Actions to Remove Barriers to Future Competition.

Due to the limited market for UAS software that meets NAVAIRINST 13034.4 policy, it is difficult to consider other vendors who have not developed their software to meet DoD and

NAVAIR requirements. Due to schedule constraints and practicality, it would be deemed impractical to develop software that would result in cost, labor, and schedule growth. Vector provides a COTS option that complies with NAVAIR policy and standards that ensures no further delays in the installation and implementation of the software for immediate use. Until other contractors show that they provide a COTS software that meets all NAVAIR and DoD policy, no other vendor can be considered.
