Description: This is a BRAND NAME SPECIFIC procurement for FY20 Integrated Training Facility (ITF) TOPGUN Suite (TGS) Spares LOT #2 procurement.
The Government requires the use of specific equipment which is outlined supporting document (ISKL) 440 TOPGUN Suite ITF Initial Spares. These items serve as initial spare components for the delivery and sustainment of the first set of training devices to support the TOPGUN Weapon Tactics Instructors (WTI) class scheduled for May/June 2020. Due to the security environment, these specific items have been officially approved by the Authorizing Official (AO) and the Physical Security Officer (PSO) to be allowed within the environment to support operational training.
* Failure of either of these spares would cause extended loss of training for TOPGUN course scheduled for JUN 2020.
UniqueCharacteristics: The selection of spare units are based on a final Government training system design and approved for this security environment. These components have been tested in plant and will be successfully deployed in MAY 2020 with the training system based on TGS system requirements. The required items were used in the final system design after extensive market research for compatible training system specifications. These are all COMMERCIAL parts that are used at multiple locations that we are responsible for in this TGS effort and have been confirmed to meet the sustainability requirement for the life span of the system. Based on the research and training system requirements there is NO SUBSTITUTION of the make and model of these items identified in the ISKL. Therefore, the spares are required to use the same item (i.e., Brand and Part number) as the training system, to include the required quantities as identified in the ISKL. There are no similar spare parts or alternate parts available that can be used without negatively impacting the trainer’s functionality based on the form, fit, and function for proper system operation a
Explain: This procurement is brand name restrictive only. As such, the Government has determined any available seller capable of supplying the brand name specific items and quantities identified in the ISKL is an acceptable source to acquire the equipment from. Additionally, the specific items (i.e., make, model, and part number) are on the official Approved Usage List for this environment. Deviation from the specific items will be prevented from entering into the secured operational environment. Competition will be pursued.
StatementOfActions: As long as the TGS system continues to utilize these approved specific items identified in the ISKL (required items approved for system accreditation), competition among different resellers is possible. However, TGS will maintain it's brand name restrictive requirement in order to maintain compatibility, form, fit, and function of the system. The spares are critical to maintain system operation for the Fleet.
