About this file
This is a Sole Source Justification document from the Defense Microelectronics Activity (DMEA) for a new Firm Fixed Price contract with General Dynamics (GD) for TACLANE FLEX (KG-175F) Encryptor Hardware/Software Warranty & Maintenance Coverage. The procurement is for GD TACLANE in-line encryptor upgrades to increase capacity of existing encryptors installed on DMEA networks for data encryption and communications to meet cybersecurity requirements.
The justification cites FAR 13.106-1(b)(1)(i) for single-source procurement, as the TACLANE Flex is proprietary to General Dynamics with no authorized resellers and is classified as a Controlled Cryptographic Item (CCI) requiring NSA approval for sale to DMEA/OSD. The document is dated April 21, 2020, with signatures from Contracting Officer Michael Cross dated November 27, 2024. The determination of fair and reasonable pricing is based on comparison with previous purchase prices. The J&A will be posted to SAM.gov as required by FAR 13.106-1(b)(3).
