About this file

This is a Justification for Other Than Full and Open Competition (J&A) filed by the Defense Logistics Agency (DLA) Weapons Support (Columbus) for solicitation SPE7MX26RX005 under FAR 6.302-1. The procurement seeks to acquire quad calibration gas (NSN 6665-20-001-4671, P/N X05NI79CA3459B2) as an indefinite-quantity contract under FAR Subpart 13.5 with a firm-fixed-price contract type. The contract has a base period of one year with two one-year option periods, totaling three years. The acquisition is restricted to a single source: AIRGAS USA (CAGE 24839), identified as the only responsible source known to possess the capability to furnish spare parts that are form, fit, and functionally interchangeable with those currently used on the Ticonderoga Class CG (47) weapon system. The justification cites 10 U.S.C. 3204(a)(1) authority and AMSC code D, indicating that competitive data is not physically available and cannot be obtained economically.

The market research efforts conducted from July 9, 2025, included solicitation of eight vendors, with only three responding: Bluejacket Industries Materials (92U74), Global Test Supply (35TK0), and Govparts (7YWT4). Two of these responding vendors (Bluejacket and Govparts) indicated interest in the acquisition per FAR 6.103-1. The Government determined the item to be commercial based on past procurement history (contract SPE7MX20D5025), vendor market research responses confirming commercial status, and pricing availability on Airgas.com. Additional efforts to overcome competition barriers include synopsizing the acquisition on November 20, 2025, for one day, posting to the DLA Internet Bid Board System for a minimum of 15 days, and soliciting dealers of the approved source. The solicitation includes DLAD Procurement Note L04, allowing offerors to submit alternate offers and request technical acceptability evaluation for future procurements. The Competition Advocate approved this J&A, which falls in the $900,000 to $20,000,000 approval range.
