About this file
This document is a Justification for Other Than Full and Open Competition for the National Teleradiology Program PACS (Picture Archiving and Communication System) Service/Support. The Department of Veterans Affairs (VA) seeks a firm-fixed-price modification to extend the existing contract with Interlerad Medical Systems for continued brand-name maintenance, software and hardware support, and ongoing system sustainment. The contract extension covers the NTP PACS integrated Powerscribe 360 system, which expires on September 30, 2025, and requires furnishing necessary replacement hardware, software updates, and technical support services.
The VA awarded a competitive contract for a replacement PACS solution on June 15, 2023, but deployment has been extensively delayed. The current modification will extend the contract for 12 months (October 1, 2025 to September 30, 2026) to ensure continuity of service for a mission-critical medical system serving up to 5,000 critical patients per day. Interlerad is the original equipment manufacturer (OEM) with proprietary software (IntelePACS) and the only vendor possessing the required 510K FDA certification. Market research confirmed no other vendors can meet the VA's specific requirements without a complete system redesign, making Interlerad the sole source capable of providing immediate continued support without service interruption.
