About this file
This is a Justification and Approval (J&A) document for a non-competitive contract award issued by the Department of the Navy, Naval Sea Systems Command. The contracting activity is the Naval Sea Systems Command (NAVSEA), Fleet Support Contracts Division (SEA 024), located at Washington Navy Yard DC 20376-4001.
The Navy is increasing the ordering ceiling on an existing Emergency Ship Salvage Material (ESSM) indefinite-delivery-indefinite-quantity (IDIQ) contract (N0024-19-D-4323) with Global PCCI (GPC), located at 2465 Campus Drive, Suite 100, Irvine, CA 92612, by $50,000,000. The contract ceiling will increase from $366,800,000 to $416,800,000 through a cost-plus-award-fee and cost-plus-fixed-fee modification. The current contract ordering period expires November 17, 2026 and will not be extended. The modification will provide funding for ESSM support services to the Office of the Director of Ocean Engineering, Supervisor of Salvage and Diving (SUPSALV), with estimated dollar value of $50,000,000 for FY26-27, with appropriation to be determined (TBD).
The ESSM system is a managed network of facilities and emergency response equipment stockpiles supporting Navy Fleet capability in salvage, diving, pollution response, and underwater ship husbandry (UWSH). The system also supports other federal agencies including the U.S. Coast Guard, Environmental Protection Agency, Federal Emergency Management Agency, Military Sealift Command, and U.S. Army Corps of Engineers. The Navy justifies the non-competitive award under 10 U.S.C. 3204(a)(1) and FAR 6.302-1(a)(2)(iii)(B), citing unacceptable delays that would result from full and open competition, which the Navy estimates would require at least twelve months. GPC is determined to be the only source capable of meeting Navy requirements within the required schedule without causing service gaps or detriment to program viability. A sources sought notice was issued on October 26, 2022, and a follow-on contract was awarded in December 2024 and July 2025 via full and open competition. The document is dated February 27, 2026, and was approved by Cristina M. Covalt, Director, Fleet Support Contracts Division (SEA 024).
