About this file
Summary
This is a FAR Part 12 Sole Source Justification and Approval document for a Motorola-based communications system upgrade at the U.S. Army Dugway Proving Ground in Utah. The estimated contract value is $600,000, with anticipated award in March 2026 utilizing fiscal year 2026 RDTE funds. The contracting activity is U.S. Army Mission and Installation Contracting Command (MICC)-Dugway Proving Ground, and the requiring activity is the West Desert Test Center Security Guard Branch.
The scope of work includes procurement, delivery, installation, programming, testing, and removal of obsolete hardware for a Motorola-based communications system comprising 40 portable radios (APX 8000 series), 19 mobile radios (APX 8500 series), associated chargers, batteries, software licenses, and installation services totaling $595,721.74. The contract will be competed as a small business set-aside among authorized Motorola resellers. A sources sought notice posted to SAM.gov on January 14, 2026, generated six qualified vendor responses. The justification for sole-source specification of Motorola emphasizes interoperability with existing infrastructure, cost-effectiveness of upgrading versus replacement, maintenance and personnel training compatibility, compliance with Department of War security requirements, and proven performance in Dugway's harsh high-desert environment. Pricing is based on published commercial pricing and adequate price competition among authorized resellers, with certified cost or pricing data waived as commercial items.

5. Authority Cited: Simplified acquisition procedures for Commercial Products and Commercial Services, Title 41 U.S.C. 1901 as implemented by FAR 12.201-1
Other: Brand Name
6. Reason for Authority Cited: The specification of Motorola as a brand name is required to ensure seamless integration and continued interoperability with our organization's existing proprietary radio and communication infrastructure.
A. Background
• A Motorola-based system is required for interoperability, security, and lifecycle cost savings. The existing communications infrastructure at Dugway Proving Ground is based on Motorola architecture, and maintaining this brand is critical for several reasons:
• Interoperability and Standardization: Upgrading with the same brand ensures seamless integration with existing systems across the installation and maintains operational continuity. This prevents communication gaps between security personnel and other on-site entities.
• Cost-Effectiveness: It is substantially more cost-effective to upgrade the current system with the same brand rather than replacing it entirely. The Government already owns the necessary diagnostic equipment and specialty tools to maintain Motorola systems. Furthermore, maintenance personnel and end-users are already trained and familiar with Motorola equipment, eliminating the need for additional, costly training.
• Lifecycle and Sustainment: Purchasing an identical brand reduces the required bench stock of parts and materials needed for maintenance and repairs, streamlining the supply chain and ensuring operational readiness.
• Security: The system must meet specific Department of War mission requirements for frequency, channel, and encryption. The Motorola brand has proven solutions that comply with these stringent standards.
• Proven Performance: The Motorola brand has demonstrated its ability to withstand the harsh high-desert environment of Dugway Proving Ground, ensuring reliability for critical security operations.
a. Alternatives: If an alternative brand were selected, it would require a complete replacement of the existing infrastructure, not just an upgrade. This would lead to significant cost offsets, including the procurement of new diagnostic tools, comprehensive training for both maintenance and operational personnel, and the establishment of new supply chains for parts. This is not a viable or cost-effective alternative.
b. Impact if not approved: Additional costs would be incurred by the government for training, tools, and sustainment. There would also be a risk of operational downtime, loss of interoperability with other base systems, and potential security vulnerabilities during a complete system transition
7. Efforts to Obtain Competition: The Contracting Officer shall publish the notices required by FAR 5.201 and any bids or proposals received shall be considered
Control No.:
a. Effective Competition: Effective competition will be achieved by posting requirement on government POE Sam.gov for all qualified offerors to submit bids or proposals and all submissions shall be considered.
8. Actions to Increase Competition: Because Motorola-branded items are available from multiple sources, a solicitation will be posted as a small business set aside to give a full opportunity to all authorized suppliers capable of meeting the requirement, ensuring competition among authorized resellers.
9. Market Research: In accordance with Defense Federal Acquisition Regulation Supplement DFARS 206.103-170(d), and DFARS Procedures, Guidance and Information (PGI) 206.103-170(d), a sources sought was posted to SAM.Gov on 14 Jan 2026 for 14 days and 6 qualified vendors responded stating their interest.
10. Interested Sources: Sources Sought notice received 6 responses from qualified offerors.
11. Other Facts: There is no direct preceding contract for this specific, comprehensive upgrade. This action is to modernize an existing, outdated system.
