These requirements are necessary due to the sensitive nature, size, graphics capability, operating environment and future adaptability requirements of the material being loaded on laptop. These assets will be utilized for Expeditionary deployment purposes where the deploying squadrons, Non-CVN Ships will not have SIPRNet connectivity to achieve required qualifications during the deployment cycle.
UniqueCharacteristics: Must have the capacity to disable all wireless functionality (Bluetooth, WLAN & NFC) and lockdown access in the BIOS if features are physically present. No WebCam. Must have a removable Hard Drive. The government has made a significant investment in the configuration management of the Panasonic Toughbook Series laptops. This includes the purchase and maintenance of model specific spare parts (RAM and Internal Hard Drives), custom image management system, and the use of removable internal hard drives for the support of all overseas customer’s needs. Deviating from this model line will result in additional expense (both time and money) being necessary to integrate a new model into the existing support infrastructure at the programs 7 different geographically located support sites.
Explain: The ACTS program currently utilizes 300 laptops to meet its fleet training requirements. Of these 300, the oldest 250 are Panasonic Toughbook models. The newest 50 Lenovos were introduced through competition in FY15. However, after delivery, the ACTS program identified two major specification issues that prevent the Lenovos from fulfilling their intended purpose; the Lenovos do not have a removable hard drive and is not ruggedized sufficiently to withstand the rigors of deployment. However, the ACTS program has worked around these issues and is effectively using these 50 computers on a limited basis. Each model of computer in the ACTS inventory requires a separate classified image to be maintained and stored on limited classified storage space. The ACTS program does not have the personnel available to maintain more than the two images currently being maintained, nor does it have the classified storage space to house more than two images. As the Lenovos currently in the inventory are only available for limited use and introducing a third model into the inventory would become overly burdensome for
StatementOfActions: In FY15, the ACTS program did compete the requirement to introduce a second model into the inventory and allow for future competition. However, due to the rationale in section 6. the ACTS program inventory cannot increase its quantity of Lenovos model laptops and meet its fleet training requirements. Multiple vendors are authorized to sell Panasonic brand products, therefore, for as long as ACTS continues to utilize this specific hardware, competition among vendors is feasible.
