About this file

This Justification and Approval (J&A) document is for a sole-source contract with Cengage Learning, Inc. to provide a comprehensive health and wellness database for DoD Libraries. The contract is valued at $566,261 and will cover a base year from 30 September 2025 to 29 September 2026, with two additional one-year option periods. The database must provide current health information across 75+ topic portals, including diseases, conditions, drugs, diagnostics, treatments, and surgery options, with features like peer-reviewed journals, multiple language resources, customer convenience services, and robust security requirements.

The procurement process included a sources sought notice on SAM.Gov from 16-30 July 2025, which yielded three responses: Enhanced Priority Care (small business), EBSCO Information Services (large business), and Cengage Learning (large business). After evaluation, only Cengage was deemed capable of meeting the specific requirements as the exclusive provider of the Gale Health and Wellness platform. The 773 Enterprise Sourcing Squadron plans to continue market research through industry conferences and sources sought notices to potentially introduce more competition in future acquisitions.

V. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable, including whether a notice was or will be publicized as required by subpart 5.2 and, if not, which exception under FAR 5.202 applies.

The Government posted a sources sought notice on SAM.Gov, notice ID FA8052072025 on 16 July 2025 with a response date of 30 July 2025. Additionally, the posting outlined the minimum characteristics to meet the Government need. VII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

The Government posted a sources sought notice on SAM.Gov, notice ID FA8052072025 on 16 July 2025 with a response date of 30 July 2025. Of the responses, 2 (two) were found to be above satisfactory. The responses that were acceptable were EBSCO Information Services, Inc. and Cengage Learning Inc. EBSCO was satisfactory and provided a breadth of government contract past performance however, Cengage Learning Inc. demonstrated substantial past performance as the incumbent for this requirement. In contrast, the proposal submitted by Enhanced Priority Care, LLC was deemed unacceptable due to the absence of a lack of documented past performance and neither EBSCO Information Services, Inc. nor Enhanced Priority Care, LLC, do not possess access to the proprietary information required to fulfill this specific requirement.

VIII. Any other facts supporting the use of Other Than Full and Open Competition.

The 773 ESS has relied upon the Air Force Libraries' surveillance of the market for contractors to determine if competition is available for this requirement. The library used publishers' advertisements, professional conferences, vendor demonstrations, customer suggestions, and new publication reviews to conduct market research. Market research indicates no other capable vendor sources have been identified. Each year librarians/product owners attend numerous conferences hosted by entities such as the Texas Library Association, Public Library Association and American Library Association. These conferences host hundreds of vendors that serve the library community. Over the course of several days, the librarians conduct market research by conversing with the vendors and experiencing vendor products first-hand. Continuous market research is also completed by staying up to date on current and new product offerings and updates via various mailing lists as well as Internet searches completed by the product requirement owners.

Additionally, the Contracting Office will attend the annual library/educational conference to monitor and evaluate potential sources of supply.
