About this file

This Justification and Approval (J&A) document supports a sole-source contract for the United States Air Force to procure linear valves from MOOG, Incorporated for F110 engine manufacturing. The contract is valued at $643,200.00, with a performance period from May 2025 to May 2027, covering the re-manufacture of primary and secondary valves with National Stock Numbers 4810-01-326-0862PR and 4810-01-326-0863. MOOG is the sole approved Original Equipment Manufacturer (OEM) with unique engineering capabilities and technical specifications for these critical safety components.

The J&A justifies the sole-source approach due to MOOG's exclusive ability to manufacture these specialized valves without causing unacceptable delays in F110 engine production. The 421st Supply Chain Management Squadron conducted market research and determined that no alternative sources could meet the engineering and manufacturing requirements within acceptable timeframes. The contract aims to prevent potential mission-critical disruptions, with the Air Force committed to continuing efforts to develop additional qualified sources through ongoing market monitoring and source approval request (SAR) processes.

United States Air Force

AFSC/PZAAB

Tinker AFB, OK 73145 Purchase Request (PR)#: FD2030-24-00335

II. Nature and/or description of the action being approved.

This individual Justification and Approval (J&A) authorizes the use of other than full and open competition procedures to obtain a new, firm fixed price, sole source contract. The contemplated contract will be with MOOG, Incorporated, Commercial and Government Entity (CAGE) 94697, for the procurement of the Linear Valves. MOOG, Incorporated is currently the only source approved for manufacture of these valves. This is not a bridge action and is a non-commercial acquisition. The estimated total dollar value is $643,200.00 with an estimated period of performance of May 2025 - May 2027.

IV. Demonstration that the contractor's unique qualifications or the nature of the acquisition requires use of the authority cited above.

MOOG, Incorporated is the Original Equipment Manufacturer (OEM) and possesses the specifications, plans, and drawings relating to the manufacture of these linear valves. This re-manufacture contract is required to support the USAF for the manufacture of F110 engines. These are critical safety items that require engineering source approval to prevent any risk during installation on the engine and during flight. The 421st SCMS has determined that award to any other source would result in unacceptable delays by increasing lead time to fulfill Air Force Requirements. This acquisition will be for a new manufacture contract for the continued production of this highly specialized re-manufacture with

MOOG, Incorporated. Data is available and any interested vendors are required to submit a Source Approval Request (SAR)package. These items are critical safety items and considered highly specialized components of a major military engine. These items require effective process control and the need to maintain strict adherence to process parameter values and the shop practices that optimize material structure and mechanical properties. The interrelationships between process parameters, material structure, and mechanical properties are very complex. MOOG, Incorporated possesses unique capabilities derived from knowledge and expertise gained during previous re-manufacture of these items. Probability of failure would be unacceptable from the standpoint of safety of personnel and/or equipment. Therefore, this acquisition will be a new manufacture contract to produce this highly specialized re-manufacture with MOOG, Incorporated.

The 421st SCMS has determined that award to any other source would result in unacceptable delays in fulfilling the USAF requirement. Delays in manufacture will have the potential of disrupting the availability of F110 engines, thereby leaving USAF unable to meet critical mission requirements resulting in a Mission Incapable Awaiting Parts (MICAP) situation. A delay in this acquisition would generate backorders/MICAPs at a rate of 3ea per month. These parts require engineering source approval by the design control activity in order to maintain the quality of the parts. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source requires acquisition of the part from an approved source. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. New sources are required to submit a Source Approval Request (SAR) package to the engineering source for approval. Interested sources must be approved for both Phase I and Phase II of the SAR process based on the qualification requirements, MQR-PSD-1, dated 29 Oct 2019.

Accordingly, MOOG, Incorporated is the only firm capable of providing the new manufacture services described in Section III above without the USAF experiencing unacceptable delays in fulfilling requirements.

V. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable, including whether a notice was or will be publicized as required by subpart 5.2 and, if not, which exception under

FAR 5.202 applies.

A Sources Sought Synopsis was posted under FD20302400335 on 21 April 2025 with a closing date of 29 April 2025. This requirement will be synopsized in https://sam.gov as a notice of proposed contract action IAW FAR

5.201. Government defined pre-award qualifications of new sources cannot be identified due to the unavailability of the necessary technical data as described in section IV. The OEM is currently the only entity capable of approving additional sources.

VI. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The Contracting Officer will ensure that the items described herein are negotiated at a fair and reasonable price to the Government. IAW FAR as supplemented, the contractor will be required to submit Other Than Certified Cost or Pricing Data. A detailed price analysis will be performed. The Contracting Officer will request a technical evaluation from the Defense Contract Management Agency (DCMA) to aid in the evaluation of the contractor's proposal if necessary. The Contracting Officer will seek audit assistance from the Defense Contract Audit Agency (DCAA) if necessary.

VII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market research, in accordance with FAR 10, was conducted by a multi-functional team consisting of the Item Manager, Equipment Specialist, Logistics Officer, and Engineer. This research was conducted on 21 April 2025 and concluded on 29 April 2025, which included inquiries into internet sites including Google, the Thomas Register, Haystack, and similar item manufacturer's websites. Other sources manufacture similar items, but none have been identified as having data rights described in section IV. Further, this requirement cannot be satisfied with a commercial or modified commercial item.

VIII. Any other facts supporting the use of Other Than Full and Open Competition.

The development of additional sources to produce this item is not feasible within allowable timeframes. USAF has not received any SAR packages for this item. Once a SAR is submitted by a vendor, a period of 2 years can be required to process and validate an alternate suppliers approach. As there is no vendor-submitted SAR present to initiate this process, the proposed sole source approach is USAF's remaining alternative to execute the requirement between now and the need date for the item. Delays in new procurement have the potential of causing a work stop of F100 engines, thereby grounding related aircraft and leaving USAF unable to meet critical mission requirements. For these reasons, the prime vendor is the only source capable of providing the supplies described in paragraph III without USAF experiencing unacceptable delays in fulfilling requirements.

IX. List of any sources that expressed, in writing, an interest in the acquisition.

None.

X. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisitions for the supplies or services required.

Actions to increase competition on this acquisition will be performed by the Cognizant Engineering authority.

USAF will continue to monitor the marketplace for source development and will continue discussions with the OEM regarding additional approved sources. USAF will continue to synopsize the requirement, rescreen the item, and attempt to acquire the data necessary to qualify additional sources.

XI. Certification by the Contracting Officer.

As evidenced by their signature, the contracting officer certifies that this justification is accurate and complete to the best of their knowledge and belief.

XII. Certification by the technical/requirements personnel.

As evidenced by their signatures, the technical and/or requirements personnel have certified that any supporting data contained herein, which is their responsibility, is both accurate and complete.
