About this file

This is a Justification and Approval (J&A) document for a brand-name acquisition under an Indefinite Delivery Indefinite Quantity (IDIQ) contract.

The Department of Homeland Security's U.S. Immigration and Customs Enforcement (ICE) Office of Acquisition Management is placing a new delivery order under the NASA Solutions for Enterprise-Wide Procurement (SEWP) V multiple award contract as a small business set-aside. The acquisition seeks an enterprise-grade integration platform as a service (iPaaS) designed to connect diverse software applications, data sources, and services while facilitating the creation and management of Application Programming Interfaces (APIs). The requirement supports ICE's modernization of enterprise system connectivity and information sharing to comply with the USA PATRIOT Act. The contract is firm-fixed price with a 12-month base period and one 12-month option period. The solicitation number is 70CTD026Q00000089, funded in FY 2026 under OCIO (AI IT PC&I) OB3 for Operations and Support.

The justification documents that market research was conducted in July 2026 with NASA SEWP V vendors including Thundercat Technology LLC and V3Gate, LLC. The government assessed competing products including Spring Integration, Apache Camel, JBoss Fuse, and Talend Enterprise Services Bus, determining they lack essential out-of-the-box features such as simplified graphical development and native API lifecycle management. While alternative products can be modified to meet requirements, doing so would result in prohibitive costs and high-risk custom development. The Contracting Officer determined that prices will be fair and reasonable based on expectation of adequate price competition from small business vendors on NASA SEWP V and comparison to the Independent Government Cost Estimate. The justification and supporting documentation will be provided to all SEWP V small business category contract awardees per RFO FAR 16.507-7(c)(1)(ii).

(j) Background information about the requirement:

To implement the Unifying and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism (USA PATRIOT) Act (Public Law (PL) 107-56 passed October 26, 2001), ICE OCIO must modernize enterprise system connectivity and information sharing. ICE's Office of the Chief Information Officer (OCIO) is modernizing how core enterprise systems connect and share information across the agency by seeking an integration platform as a service designed to connect diverse software applications, data sources, and services that facilitates the creation and management of Application Programming Interfaces XXXXXX, part of the Salesforce platform, is proposed as the Application Programming Interface (API)-led enterprise systems integration layer that will make these connections secure, reusable, and built to scale as ICE's integration needs grow.

4. Statutory Exception and Rationale.

Exception:

The specific exception for providing for brand-name awards under multiple award contracts is RFO FAR Subpart 16.507-7(a). An item peculiar to one manufacturer can be a particular brand-name, product, or a feature of a product peculiar to one manufacturer. A brand-name item, even if available on more than one contract, is an item peculiar to one manufacturer.

ITEMS PARTICULAR TO ONE MANUFACTURER (BRAND-NAME)

WHEN PLACED UNDER AN INDEFINITE DELIVERY INDEFINITE QUANTITY (IDIQ) CONTRACT

Brand-name specifications must not be used unless the particular brand-name, product, or feature is essential to the Government’s requirements and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s needs.

Rationale:

(a) Describe the Government’s requirement.

The XXXXXXXXXXX is an integral part of OCIO’s information sharing module.

MuleSoft allows OCIO to meet requirements of the Unifying and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism (USA PATRIOT) Act (Public Law (PL) 107-56 passed October 26, 2001). OCIO and their partners require information that can be shared via interface in a reliable manner. OCIO and DHS also require that the Operation and Maintenance of these interfaces be cost-effective and simple to implement and modify to efficiently meet mission and business needs.

(b) List the particular brand-name product, or feature and how it is essential to the Government’s requirements.

The acquisition of the XXXXXXXXXXXXXXXXXXX is essential to ICE OCIO mission of modernizing enterprise system connectivity and information sharing. By implementing a unified, enterprise-grade integration platform as a service (iPaaS), ICE can establish a secure, reusable API-led integration layer that replaces inefficient, custom, point-to-point connections with standardized, scalable communication across both legacy and modern cloud environments. This transition directly supports mission-critical requirements, including compliance with information-sharing mandates under the USA PATRIOT Act, while providing the governance, security, and automated workflows necessary to streamline operations across ICE’s diverse mission offices, such as Homeland Security Investigations (HSI), Enforcement and Removal Operations (ERO), and the Office of the Principal Legal Advisor (OPLA). XXXXXXXXXXXXXXXX also provides standard connectors for many different data sources, has an API management capability for version management, and internal and external APIs that facilitate enterprise integration with external interfaces. It also has built-in security capabilities and provides a simplified means to deploy updates, also supporting mission-critical requirements. Ultimately, adopting XXXXXXX aligns ICE with existing enterprise standards already trusted by numerous other Federal agencies and DHS components, positioning the agency to reduce manual processing burdens, realize significant return on investment through reusable assets, and improve the speed and security of multi-agency information exchange.

(c) Describe the recent market research that was conducted to support the brand-name requirement. Include the dates the market research was conducted.

The government researched several NASA SEWP V vendors to solicit market research pricing and availability. Thundercat Technology LLC is the current partner of Salesforce, the supplier of the MuleSoft product, and offers an array of IT solutions to include IT automation and data management, data center infrastructure. V3Gate, LLC, offers a suite of IT solutions which include data management and cloud services. Of the two vendors that were solicited, both responded with pricing and availability of the products required by the Government. Market research was conducted in July 2026.

(d) Identify whether market research indicates that other companies’ similar products meet the agency’s needs, or whether they lack the particular feature(s) identified above.

OCIO assessed competing products for XXXXXXXXX such as Spring Integration, Apache Camel, JBoss Fuse, and Talend Enterprise Services Bus (ESB). The government analysis identified significant ability gaps, including limited customization, complex integration requirements, and the lack of a user-friendly graphical interface for managing system interfaces.

Spring Integration is an open-source software development framework that provides a based library and framework for software implementation to use standard patterns. It provides many supporting underlying capabilities, but for system use it still requires significant customization.

Apache Camel and JBoss Fuse provide capabilities that integrate with a custom application to implement service orchestration but require significant configuration and custom development to integrate with an overall system.

Talend Enterprise ESB provides a robust feature set for implementation of enterprise integration. It helps enable communication between different applications but does not provide a simplified, graphical means to manage and update interfaces.

XXXXXXXXXXXXXXXXXXXX is configured, customized, and developed for implementing enterprise integration. It provides an integrated development environment for ease of developing capabilities that use the XXXXXXXXX ESB. It also provides standard connectors for many different data sources. It has an API management capability for version management, as well as internal and external APIs to facilitate enterprise integration with external interfaces. It also has built-in security capabilities and provides a simplified means to deploy updates.

(e) Identify whether market research indicates that other companies’ similar products, or products lacking the particular feature cannot be modified to meet the agency’s needs.

Market research has confirmed that alternative solutions listed in 4(d) (above) lack the essential out-of-the-box features—such as simplified graphical development and native API lifecycle management. All of these products can be modified to meet agency needs but a substantial operational risk and at a much higher price. Attempting to replicate MuleSoft’s standard capabilities would result in prohibitive costs and high-risk custom development.

5. Determination by the contracting officer that the anticipated cost to the

Government will be fair and reasonable.

This will be competed on NASA SEWP V as a Small Business set-aside. It’s anticipated that multiple offers will be received from the Small Business vendors based on Market Research.

NASA SEWP V prices have been determined to be fair and reasonable. The Contracting Officer determines that the anticipated price(s) will be fair and reasonable based on expectation of adequate price competition and historical pricing found in previous procurements for the same products. Additionally, the pricing will be compared to the Independent Government Cost Estimate (IGCE).

6. Any other facts supporting the justification.

None

7. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the exception to fair opportunity before any subsequent acquisition for supplies or services is made.

ICE will continue to monitor available products to determine if alternate products will satisfy future requirements. However, to increase competition, OAQ will seek and solicit as many authorized resellers of the MuleSoft software as possible.

8. OAQ intends to:

☐ Post the justification and supporting documentation on the agency website used to solicit offers for orders under the contract in accordance with RFO FAR 16.507-7 (c)(1)(i);

☒ Provide the justification and supporting documentation along with the solicitation to all (IDIQ) contract awardees under the National Aeronautics and Space Administration (NASA) Solutions for Enterprise-Wide Procurement (SEWP) V Small Business category in accordance with RFO FAR 16.507-7(c)(1)(ii).
