About this file

This is a Justification and Approval for Other Than Full and Open Competition document for a sole-source federal contract awarded by the U.S. Army Corps of Engineers, Vicksburg District Contracting Office.

The contracting agency is procuring major overhaul services for three 12-645-F7B EMD 2550 horsepower engines on the Motor Vessel (M/V) Dredge Jadwin from National Railway Equipment Co. (CAGE Code: 79753) for a firm fixed price of $785,514.00. The contract was issued on January 12, 2026. The River Operations Branch requires completion of all overhauls by March 15, 2026, with the M/V Jadwin available from February 15 to March 15, 2026, at the USACE MVK Dock in Vicksburg, Mississippi. Each generator set will be rebuilt and tested sequentially. The engines are critical to dredging operations, ensuring the vessel operates 24 hours daily, 7 days weekly for 250 days during the dredging season. Without these engines in premium operating condition, substantial downtime is probable and MVK's FY 2026 dredging operations would be delayed.

The justification documents that National Railway Equipment Co. was identified as the only known source with the requisite expertise, labor force, supply chain, and fabrication capabilities to meet this requirement within the compressed timeline. No competition was pursued due to the urgent and immediate nature of the requirement, which became known in December 2025. The contracting officer determined the price of $785,514.00 fair and reasonable under FAR 12.204(a). No presolicitation synopsis was required per FAR 5.101(b)(2) due to the unusual and compelling urgency.
