About this file

This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for the Air Force Sustainment Center (AFMC) at Robins Air Force Base. The procurement supports sustainment requirements for spare parts, repairs, and engineering services for various weapon systems and aircraft platforms, focusing on National Stock Numbers (NSNs) primarily sourced from BAE Systems. The contract is a five-year enterprise-wide agreement with an estimated total value across multiple fiscal years, covering 92 NSNs across weapon systems including F-16, F/A-18, KC-135, and others.

The sole-source justification stems from BAE Systems being the Original Equipment Manufacturer (OEM) with unique capabilities and proprietary technical data for these components. The contract will be administered through the 638th Supply Chain Management Group, with task orders possible from 23 March 2025 to 22 March 2030. Market research was conducted from March to September 2023, including sources sought notices, vendor queries, and technical screening, which concluded that no alternative sources could effectively provide the required engineering and repair services within an acceptable timeframe and cost structure.
