JUSTIFICATION FOR SOLE SOURCE (Simplified Acquisitions - MPT to <$250K)

The supplies or services described herein are being solicited on a sole source basis and competition is precluded for reasons indicated below. There are no substitutes available for the supplies or services.

Description of the supplies or services required, the estimated price/cost, and required delivery date.

The proposed acquisition is for the provision of Direct Digital Control (DDC) maintenance and the software licenses for one (1) Metasys Application and Data Server (ADS) that operates the DDC. The DDC monitors and controls all Heating, Ventilation and Air Conditioning (HVAC) systems at the Commander, Undersea Surveillance (CUS) headquarters. Currently, the licenses and maintenance are in support of the aforementioned products purchased under contract N0018924P0230." The estimate for this requirement, inclusive of a 12-month base year and four (4) 12-month option years is $77,857.64. The following chart provides a summary of the estimated cost:

The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.

A patent, copyright or proprietary data limits competition.

The proposed requirement must be sole sourced to JCI as the DDC currently in place is designed to interface with Metasys ADS software, which was developed and patented to JCI. Additionally, the DDC and Metasys ADS software work together as a closed loop and can only interface within its own ecosystem. Only JCI and JCI technicians are the only technicians authorized to perform maintenance and can ensure compatibility of the software systems as there are no authorized resellers of the software.

The required maintenance ensures the DDC system can continue to communicate, monitor, and control equipment within CUS headquarters, such as fan coil units, variable volume air handling units, series fan powered variable air volume boxes, water source heat pumps, and water to water heat pumps, dedicated outside air unit, plate frame heat exchanger, electric hot water boiler, pumps, cooling towers, computer room air conditioning units, chillers, and exhaust fans. Without this maintenance contract and the accompanying Metasys ADS software, the mission of CUS would be reduced should temperatures in computer server rooms increase to a hazardous levels due to units not being properly maintained.
