About this file
This document contains a justification for a sole source procurement and information on a related federal contract opportunity. The justification is to procure repairs and replacement of seven transparent armored windows aboard the USS MESA VERDE (LPD-19) from Karagozian and Case, Inc., the original equipment manufacturer. The repairs include removing and installing new windows in specified locations, along with associated components. Karagozian and Case, Inc. designed the proprietary transparent armored windows for the San Antonio-class LPD vessels, including the USS MESA VERDE, and is the only source able to provide the material on time to meet the period of performance and allow reinstallation for testing to ensure the ship's mission capabilities. The related federal contract was awarded to an unknown vendor on December 27, 2023 for an unknown amount with solicitation number 411-24-072 to repair and replace the transparent armored windows.

JUSTIFICATION FOR SOLE SOURCE (Simplified Acquisitions >$250K)
The service or material listed on Transparent Armored Windows (TAWs) aboard the USS MESA VERDE (LPD-19) is an OEM material . Competition is precluded for reasons indicated below. There are no substitutes available for this material or service.
Restricted to the following source:
Manufacturer: Karagozian and Case, Inc. (K&C Inc.)
Business Address: 700 N. Brand Blvd., Suite 700, Glendale, CA 91203-3215 Dealer / Rep Name: N/A Dealer / Rep Phone Number: N/A
The requirement described herein is for a type of Transparent Armored Windows (TAWs) that are proprietary to Karagozian and Case, Inc. (K&C Inc.). The details of this requirement will be described below:
Period of Performance (POP): / /24 – / /24
The Naval Sea Systems Command (NAVSEA), Mid-Atlantic Regional Maintenance Center (MARMC), intends to procure repairs by way of logistics, fabrication, and installation for the modernized Transparent Armor Windows (TAWs) aboard the USS MESA VERDE (LPD-19). There are seven (7) total TAWs being replaced in the of the vessel. The Statement of Work (SOW) for this requirement will include: Remove existing, fit, and install new (4 EA) Transparent Armored Windows (TAW) located in and (3 EA) TAWs located in
Template, weld fill, and drill new bolt holes in ship's superstructure to fit each new TAW. Remove existing and install new associated window heater assemblies, heat controllers, and window wiper blades. Accomplish a water hose test of each new TAW installed. Accomplish an operational test of each installed window heater, window wiper, and temperature controller.
Karagozian and Case, Inc. (K&C) is the OEM for Transparent Armored Windows (TAW) that need replacing in this requirement. These TAWs were designed by and are proprietary to K&C. Even though these TAWs are now available in the commercial marketplace for certain applications, these initially were specifically built for the San Antonio Class LPD vessels, which includes the vessel needing repairs for this requirement: USS MESA VERDE (LPD-19). Both Government and private industry sources have confirmed the proprietary nature of K&C's TAWs. K&C has previously worked on same and similar equipment in other ship repair availabilities of the same class ship.
In addition to the proprietary data, K&C has required the material on hand to complete repairs in a timely manner to meet the delivery date while allowing sufficient time for re-installation and testing on time for the ship to be fully mission ready without disruption to schedule. USS Mesa Verde's amphibious mission and deployment is restricted due to the inability safely conduct aviation operations and navigate caused by degraded pilot house and helo control station windows, window wipers, and heaters. The ship will not have the ability to flex full mission capabilities, to include aviation operations and navigation. Missing this requirement's scheduled period of performance (POP) severely limits ship's ability to support the upcoming deployment. Failure to complete necessary repairs within this timeframe disrupts all fleet requirements and would cause shift and degrade fleet mission. Missing ship's mission would impair entire fleet readiness by causing assignment to another asset in place of USS Mesa Verde.
CHECK & FILL IN ALL APPLICABLE BLANKS BELOW
The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.
A patent, copyright or proprietary data limits competition.
These are “direct replacements” parts/components for existing equipment.
