About this file
This document is a sole source justification memorandum for a software license subscription procurement by the Medical Readiness Contracting Office - West on behalf of Brooke Army Medical Center. The requirement is for AvaSure's Remote Mobile Patient Safety Monitor software to support 25 existing remote patient monitoring cameras. The one-year base period of performance is 15 July 2023 through 14 July 2024, with an option to renew for one additional year. As the incumbent provider of this critical patient monitoring system, AvaSure is a small business located in Belmont, Michigan. Market research found no other vendors that can meet the requirement. The contracting officer has determined AvaSure is the only authorized reseller for this software and that awarding a sole source contract is in the best interest of the government.

Reasons for Authority Cited: Avasure, LLC is a small business, located at 5801 Safety Drive NE, Belmont, MI 49306 that provides a Remote Patient Monitoring System to include monitoring cameras, observation monitoring equipment with software, that is already being utilized within BAMC. BAMC purchased the AvaSure remote monitoring system on contract W81K00-21-P-0176, which included initial hardware, installation and license subscription that expired in June 2023. A one-month renewal was completed via Government purchase card to keep the license operational while the long-term license could be obtained. This system reduces the need for a “physically” present CNA “sitter” nurse; also referred to as a PSA. This equipment system (cameras) supplements the current 1:1 patient observation by allowing a single PSA sitter to observe up to 16 patients which not only reduces the number of “physical” staff needed to observe “1:1” patients, but also have a comprehensive reduction in the number of patient falls at BAMC.
