JUSTIFICATION AND APPROVAL

JUSTIFICATION

1. Contracting Activity

The Naval Sea Systems Command, Naval Surface Warfare Center, Dahlgren Division (NSWCDD), Contracts Department

2. Description of the Action Being Approved

Award of a firm fixed priced contract on a sole source basis for critical equipment to be used by the manufactured by Laurel Technologies Partnership, doing business as DRS Laurel Technologies.

3. Description of Supplies/Services

The requires the following Integrated Radar Imaging System (IRIS) kits:

Delivery is required thirty-six (36) weeks after receipt of the order, sooner, if available. Partial delivery is acceptable.

The Government's minimum needs have been verified by the certifying technical and requirements personnel.

The estimated cost of the proposed contract action is . Fiscal Year 2021 Other Procurement, Navy, funding will be provided for this procurement.

5. Rationale Justifying Use of Cited Statutory Authority

The requested DRS Kits are required in support of the program supported by .

These components will be utilized by , Wallops Island, Virginia, to validate the future tactical builds. The is required to have end-item hardware to conduct these tests prior to system certification testing and gain concurrence from the program sponsor, . The equipment is compatible with existing project effort, also known as the

Technology Insertion 2012 (TI12) and Technology Insertion 2016 (TI16). The system will be used in support of

. The program selected the DRS equipment as part of the Fundamental Foundation Equipment to test, verify, and validate the tactical computing equipment design. This equipment meets form and function replacement of the tactical equipment and will validate future capability required for future ships. These components are being deployed on TI-16 platforms. The test team will test and run the application software required for particular components.

This equipment represents the exact models used in the tactical version to assure the specifications meet all expected requirements, which are unique to this make and manufacturer.

This will assure the lab-developed requirements will work exactly as the shipboard tactical equipment. Awarding to any other manufacturer would result in the components being unusable by the Navy. f these items are not procured, it will have a tactical system impact to ship schedules, capability development, and fleet support. A system redesign and re-qualification costing more than $400,000.00 for design and $800,000.00 for re-test and qualification for labor alone. The cost to replace the current ship-board equipment would be in the millions. This additional could not be recovered through a full and open competition.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable

Market research conducted included the following: The lead design agent team conducted research. DRS Technologies is the only manufacturer that can provide these products that are compatible with the existing network and equipment management architectures of the . Working with industry partners, as well as other government agencies, this product was identified

J&A Number:DN-21-0230 as the only product to meet testing requirements with appropriate fidelity and accuracy. As a result of this market system specifications, it was determined that these products are the only solution. DRS Laurel Technologies verified no authorized resellers are available for these proprietary parts resulting in DRS being the only avenue to maintain OEM specifications for certification, engineering, and operational testing requirements.

The proposed contract was synopsized on the Federal Business Opportunities (FEDBIZOPPS) website on 8 July 2021 and only DRS Laurel Technologies expressed interest in this requirement. No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 5 above, for any company other than DRS Laurel Technologies to provide the required equipment.

7. Determination of Fair and Reasonable Costs

The Contracting Officer has determined that the anticipated cost to the Government for the equipment covered by the J&A will be fair and reasonable.

8. Actions to Remove Barriers to Competition

For the reasons set forth in Paragraph 5, Contract Department has no plans at this time to compete future contracts for the type of equipment covered by this document. If another potential source emerges, Contract Department will assess whether competition for future requirements is feasible.
