DEPARTMENT OF THE NAVY
NAVAL AIR WARFARE CENTER AIRCRAFT DIVISION
JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity.
Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, NJ.
2. Description of the Action Being Approved.
This Justification and Approval authorizes and approves the procurement of up to one thousand (1,000) Single Board Computers (SBC) in Versa Module Eurocard (VME) format (Part Number SVME-183-18B8) End of Life component parts for the SBC VMEs, Longevity of Supply support to maintain an open production line, and storage of components parts from Dy4 Systems (dba Curtiss Wright Controls Defense Solutions).
3. Description of Supplies/Services.
NAWCAD Combat Integration and Identification Systems, 4.1 1.2 has been tasked by the US Navy and the Naval Air Traffic Management Systems Program Office to provide support and expertise for the AN/UPX29(V) Interrogator Set. An integral component of the AN/UPX-29(V) Interrogator Set is the Identification Friend or Foe Processor-Controller, which is fulfilled by Navy part number CP-1273/UPX-24(V) or CP1273A/UPX-24A. These controllers require a SBC with the following capabilities:
· Integrate into either the CP-1273 or CP-1273A and perform real-time target processing and interface management to the host combat system to support Mode S, Foreign Military Sales, Shipbuilding and Conversion Navy, and US Coast Guard installation schedules Utilize a PowerPC Processor, VME64X standard, Dual PCI Mezzanine Connectors, Ethernet supporting at least 100 Base TX, RS232 Serial Interface, Real-Time Clock, and SCSI-I and SCSI2 interface Have the capability to Input/Output map the Universe Il outbound VME windows into Peripheral Component Interconnect address space, to prevent deadlock conditions from occurring during software boot up
· Utilize a Board Support Package (BSP) compatible with the VxWorks version 5.5 operating system Have the ability to interface with the CP-1273/UPX-24 and CP-1273A/UPX-24A without modification to NAWCAD's currently approved and baselined Processor-Controller software
· Be pin-for-pin compatible with both the motherboard used in the CP-1273/UPX-24 and CP1273A/UPX-24A
· Maintain same form, fit, and function with all currently fielded AN/UPX-29(V) Interrogator systems
4. Statutorv Authority Permitting Other Than Full and Open Competition.
10 USC 2304(c)(1). Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority.
The software of both Processor-Controller configurations in the AN/UPX-29(V) Interrogator Set was designed to accommodate the Curtiss Wright SBCs BSP, which is proprietary to Curtiss Wright. While market research revealed other sources capable of providing SBCs, the use of another vendor's product would cause the Government to incur a substantial duplication of cost and excessive delay to their program schedule. Specifically, it would require a change to the software used in the AN/UPX-29(V) system inclusive of an Engineering Change Proposal (ECP), which would take additional time to certify a new baseline. Duplication of costs is inclusive of Technical Management, Integrated Logistics Support and Documentation, Testing, Software Change Request and Defect Analysis, and Integration.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
Market research, including internet searches, interviews with Subject Matter Experts (SME) and a canvas of the marketplace have revealed only Curtiss Wright, the Original Equipment Manufacturer for these items, is able to provide the SBC needed to meet the Government's requirements. The research found several companies that either manufacture or re-sell similar SBC VME; however, none can provide a product that can interface with the Controller-Processes without modification to NAWCAD's approved software baseline. NAWCAD's AN/UPX-29(V) current software baseline was written to accommodate the specific BSP of the Curtiss wright SVME-183-18B8.
On 17 July 2015, a Request for Information (RFI) was posted on the Federal Business Opportunities (FedBizOpps) website under N68335-15-RFl-0227 to survey the marketplace for additional sources that have the capability to satisfy the requirements. The RFI closed on 24 July 2015 and no responses were received.
The above mentioned Sources Sought posting/RFl N68355-15-RFl-0227 listed the requirements for the procurement of the SBC VMEs. The requirements for those SBC VMEs have the same part number as the current procurement. As the requirements listed in N68335-15-RFl-0227 are identical to the current requirements, and the RFI was posted within the past 12 months, a new RFI was not posted.
In accordance with FAR 5.201 , this procurement was synopsized on FedBizOpps on 31 May 2016. The synopsis closed on 15 June 2016, and two responses were received. Both of these were forwarded to the Technical Point of Contract for their review. Neither solution was written to run on the Curtiss Wright SVME-183-18B8. If the Government were to award to another vendor, a software application would have to be rewritten and work with that vendors SBC, a new ECP would be required, and then the application software would be rewritten, which would cause additional delay to schedule. This information was shared with the vendors who responded to the synopsis, and both companies acknowledged receipt of the information.
It has been determined through market research, interviews with SME's and the FedBizOpps synopsis, that no other products will meet the stated requirements.
7. Determination of Fair and Reasonable Cost.
In accordance with FAR 15.402, the Contracting Officer shall ensure that all components provided under this contract are procured at a fair and reasonable price, The Contractor will submit a formal price proposal with certified cost or pricing data and sufficient information to support the accuracy and reliability of the estimate. The certified price proposal will be reviewed by experienced technical analysis, cost analysis, and the Contract Specialist with the aid of necessary field pricing support. The Contracting Officer will utilize cost and price analysis as the basis for negotiating a fair and reasonable price.
8. Actions to Remove Barriers to Future Competition.
This item must be approved for use within the AN/UPX-29(V) system aboard U.S. Navy ships. As such, it must meet specific hardware and software requirements. To date, Curtiss Wright is the only known provider that meets these standards. PMA-213 and NAWCAD 4.1 1.2 will continue to monitor the market for alternative vendors and products that satisfy the form, fit, and function requirements of the AN/UPX-29(V) system. They will also monitor technological advances that may drive changes to the system design, and potentially increase future competition.
