Modernization Analytics Initiative (MAI) Platform and Application Sustainment
3. DESCRIPTION OF SUPPLIES/SERVICES: In May 2020, DCMA approved a modernization effort to immediately upgrade its eTools. This effort, termed the MAI platform, is a cloud computing environment that provides tools and services that can be configured to automate business processes, integrate with external applications, and provide a responsive layout to users. The MAI platform program is currently in development but the license for the software application have been purchased, allowing applications to be configured within the MAI platform environment. DCMA needs the applications that have already been developed by the software to be sustained within its legacy environment until the MAI platform is fully developed. The legacy environment includes Coldfusion applications, data import/export jobs and Cognos Reporting.
DCMA’s legacy environment has a very unique database design, and reporting capability that must remain in place while sustaining its new environment. Due to the unique nature, DCMA Information Technology (DCMAIT) needs services from a company that can provide quality sustainment services and knowledge of the legacy environment, and can integrate the sustainment of the new platform. This uniqueness also includes ensuring both environments (legacy and new) are integrated together until all applications are modernized.
DCMA has identified that the following tasks are needed to integrate and sustain the MAI platform and applications:
(1) MAI Platform Integration
(2) MAI Platform Sustainment – DCMA
(3) MAI Application Sustainment
(4) MAI Tier III Support
DCMA requires MAI Tier III Support that will provide incident management activities to the platform and applications that are in the environment. Additionally, DCMA needs the following continued support:
• Integrate data sources, maintain, sustain, troubleshoot, and repair all Salesforce applications in production
• Integrate data sources, maintain, sustain, troubleshoot, and repair all Salesforce Einstein
Analytics applications in production
• Create, manage, and sustain MAI’s user accounts, profiles, and roles
• Serve as primary system administrator for the SaaS/PaaS environment with over 1,500 users
• Manage and perform all basic administrative functions, including user account maintenance, reports, dashboards, workflows, and other routine tasks
• Complete SaaS/PaaS regular internal systems audits
• Maintain, sustain, troubleshoot, and repair all DCMA Salesforce applications in production
• Create, implement, and sustain applications from DCMA’s Agile release team
• Maintain DCMA implemented Customer Relationship Management (CRM) applications using Salesforce declarative or programmatic development resources such as triggers, workflows, validation approval, Apex classes, Visualforce pages, and lightning components
• Execute test plans to ensure quality delivery using test code and unit tests
• Support Salesforce configuration tasks, such as field/page updates, workflows, and automated approvals
• Support integration issues and coordinate with team members on operations and development staff
• Manage the process of implementing agile release team improvements and functionality in DCMA MAI platform
• Update application code as required when external systems update their application programming interfaces (API)
• Manage and sustain DCMA Data Analytics applications
• Manage and maintain data integration jobs and tasks into Salesforce environment
• Configure and customize multi-user CRM applications
• Configure, update, and delete custom objects, user interfaces, advanced workflows, and validation rules
• Configure business processes with process builder, approval, lightning app builders, and flows
• Creating Custom Object, Custom Fields, Relationship Between Objects, External
Objects, and Schema Builder
DCMA needs these services to continue from 24 June 2021 until a follow-on effort is awarded. The current contract that includes this effort is set to end on 24 June 2021. While a new follow-on effort will be released by , the anticipated award date is not until
The Government intends to exercise the option to use clause FAR 52.217- 8, Option to Extend Services, and extend the current contract that includes the legacy sustainment support for five months. However, the MAI platform sustainment support services were not originally solicited, and thus not competed and priced. The contract was modified and the services were added in September 2020, but the additional services were not evaluated for the optional extension in accordance with (IAW) FAR 52.217-8, Option to Extend Services. Therefore, given the importance of maintaining progress on DCMA’s modernization effort, and ensuring the applications that have transitioned remain suitable for DCMAIT’s users, this effort needs to be added to contract for the optional period IAW FAR 52.217-8 to continue services from 24 June 2021 to 23 November 2021.
4. SUPPORTING RATIONALE, INCLUDING A DEMONSTRATION THAT THE
PROPOSED CONTRACTOR’S UNIQUE QUALIFICATIONS OR THE NATURE OF THE
ACQUISITION REQUIRES USE OF AN EXCEPTION TO FAIR OPPORTUNITY:
(a) Exception to Fair Opportunity. FAR 16.505(b)(2)(i)(B). Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized.
(b) Description of the Justification. The integration of MAI within existing application and database sustainment is highly specialized in nature. The current application and database order provides integration and sustainment efforts for existing DCMA applications. These applications are highly custom coded web applications that require unique or specialized skills to sustain. CTIS, Inc., (CTIS) is the only contractor who can provide the high level of quality for managing the current and new platforms during the extended period of performance. Sourcing to any contractor will require knowledge of the highly custom coded web application for integration of the MAI application, as well as, the ability to need to sustain the applications. By continuing the MAI sustainment work on the existing task order during the FAR 52.217-8 extension period, the Government will avoid duplication of cost for additional Program Management/Project Manager work, and any lost time attempting to recompete the MAI platform support services independently from the legacy sustainment support. It would also duplicate the existing solicitation, which includes sustainment for both the legacy environment as well as the MAI platform environment. Also, leveraging the current task order will help reduce the cost associated with Application Tier III Support, Risk Management Framework (RMF), and Vulnerability Disclosure Programs (estimated at ).
Those tasks are similar to what is being performed on the existing order.
(c) Justification.
(1) Minimum Government requirements.
The minimum requirements are to be able to start immediately by or on 24 June 2021, and to provide technical support, planning, deployment of improvements, and lifecycle sustainment for DCMA applications. There would be no opportunity for a transition period. This work also includes support activities such as implementing cyber security, Tier III support, database optimization, testing & integration support activities, system documentation/frequency asked questions, help guides, change management, performance monitoring, and data analytics. DCMA also requires knowledge of the sustainment of legacy custom built Coldfusion applications and DCMA’s new modernization platform. The contractor would be required to continue providing platform administration, application sustainment, and Tier III support to existing and modernized applications. The applications will need to be tightly integrated until all legacy applications are migrated.
The contractor would be required to assist DCMA’s users, enterprise architects, and the DCMAIT security team. The assisted requirement includes assigning DCMA enterprise architects with enterprise architecture diagrams, assigning the DCMAIT Security team with risk management framework and vulnerability disclosure programs, gaining user acceptance by testing application changes, and providing documentation and training when needed. The contractor will assist in application and platform changes, working with development team in regards to testing and sustaining application after migrated to production.
The contractor would need to continue to support DCMA’s custom built environment, the new environment, and how they both can be integrated. A high quality of service is required without any opportunity for a ramp-up or learning curve period. High level of quality includes immediately migrating data in to the new platform, recreating the legacy report based on current custom logic, interconnecting legacy and new platform, and managing new Tier III tickets for DCMA legacy and administration mission, finance management, access management, and employee’s training and certificates for compliance. This will limit the agency’s ability to support the warfighter in a timely manner. Given the timing of this requirement, DCMA does not have the ability to compete this additional scope while meeting its mission requirements in a timely manner.
Furthermore, other companies will require at least one month for transition time to gain the needed business knowledge transfer, familiarization of custom applications, configuration change management knowledge, and in-processing of personnel in accordance with DCMA security procedures to work at the high quality level needed.
A contractor supporting without the current knowledge will greatly impact the success of MAI by having data that does not interoperate with the legacy environment causing confusion and disruption to DCMA business operation. Moreover, it is anticipated that a competition of this additional scope of work at the present time would result in substantial duplication of cost to the Government that would not be recovered.
5. COST/PRICE FAIR AND REASONABLE DETERMINATION: The Contracting Officer will utilize the same rates and hours price for the continuation of MAI Sustainment services during the extended period of performance. The Contracting Officer will compare the proposed prices with the Independent Government Cost Estimate and other historical data available for similar procurement efforts, and will review the price and technical evaluation of the rates and hours proposed to substantiate the Government’s determination of a fair and reasonable price and best value determination.
6. MARKET RESEARCH: Market research was conducted most recently in the preparation for the award of FAR 52.217-8, Option to Extend Services in May 2021. Research performed indicates CTIS’ pricing for the option period is competitive against current market pricing on NITAAC CIO-SP3 contract vehicle, and has been determined fair and reasonable. Current market conditions have not changed significantly enough to impact prior market research findings and recommendations. At this time, the incumbent, CTIS, is the only capable source of immediate sustainment of the MAI platform.
7. ANY OTHER SUPPORTING FACTS: None.
8. ACTIONS THE AGENCY MAY TAKE TO REMOVE OR OVERCOME BARRIERS
THAT LED TO THE EXCEPTION TO FAIR OPPORTUNITY:
(a) Procurement History:
(1) Contract numbers and dates of the last several awards for this action

(2) Competitive status of these actions
• HC1047-19-F-0085 was competed under NITAAC CIO-SP3-SB
• S5121A-18-C-0005 was competed as a Small Business Set-Aside
(b) Actions Proposed to Remove Barriers: DCMA intends to pursue a competition of the follow-on requirement for the current task order, which will end on 23 November 2021.
This follow- on requirement will incorporate the sustainment of current legacy eTools and MAI platform and application sustainment. The fully competed requirement in removes the barrier that led to the exception to fair opportunity.
