About this file
This is a Justification and Approval (J&A) document for other than full and open competition under FAR Part 6 for a sole source procurement.
The Aviation and Missile Command (AMCOM) Logistics Center (ALC) seeks approval to award a single-award, Firm-Fixed Price (FFP), five-year Indefinite Delivery Indefinite Quantity (IDIQ) spares contract to PCX AeroSystems – Manchester, LLC for the Connecting Link, Rig for the UH-60 helicopter. The part is identified by PRON AX3F2283AX, NSN 3040-01-287-2438, and P/N 70400-08151-061. The procurement is restricted to approved sources only because the Connecting Link, Rig is classified as an aviation Critical Safety Item (CSI) under DFARS 209.270-2, meaning failure could result in catastrophic aircraft damage, loss of life, or unacceptable safety risks. Only two sources—PCX AeroSystems and Sikorsky Aircraft Corporation—are approved by the Systems Readiness Directorate (SRD). On June 11, 2024, Sikorsky informed the government it would not submit a proposal, making this a sole source procurement. The projected award date is January 31, 2025. The authority cited is Title 10 U.S.C. Section 3204(a)(5) as implemented by FAR 6.302-5(a)(2)(i) and Public Law 108-136, Section 802. A Sources Sought announcement was published on SAM.gov from June 12–26, 2024. One other interested vendor, Associated Aircraft Manufacturing & Sales, Inc., was informed that CSI items require source approval through a Source Approval Request (SAR) process. The solicitation will include FAR 52.209-1 (Qualification Requirements) and will be synopsized on SAM.gov, with FAR 52.244-5 and DFARS 252.219-7003 included to ensure competitive subcontracting. The contracting activity is Army Contracting Command – Redstone Arsenal (ACCRSA).

Justification and Approval for Other than Full and Open Competition – FAR Part 6
1. Contracting Activity: Army Contracting Command – Redstone Arsenal (ACC- RSA), ATTN: CCAM-ALB, Redstone Arsenal, AL 35898-5000.
2. Description of Action: The Aviation and Missile Command (AMCOM) Logistics Center (ALC) requests approval to award a sole source procurement for the Connecting Link, Rig. The resulting contract will be a single-award, Firm-fixed Price (FFP), five-year Indefinite Delivery Indefinite Quantity (IDIQ) Spares contract.
PCX AeroSystems – Manchester, LLC. (CAGE Code 15152) (UEI:
QGASDYK1ZH51) 586 Hilliard St, Manchester, CT 06042 and Sikorsky Aircraft Corporation (CAGE Code 78286) (UEI: UTJWTSLMFNG4) 6900 Main St, Stratford, CT 06614. Both are large businesses for NAICS 336411 and 541715. In addition, they are identified as approved sources on System Readiness Directorate’s (SRD) Technical Justification and Certification for Proposed Sole Source Acquisition document. On 11 June 2024, in response to USG approved vendor inquiry, Sikorsky stated it did not intend to bid. This buy will be a sole source procurement because Sikorsky does not intend to bid. The projected award date is 31 January 2025.
3. Description of Supplies/Services: ALC has a requirement to provide the Connect Link, Rig for the UH-60. The contractor shall furnish all services, facilities, labor, parts, materials, equipment, tools, and data necessary to provide the spares. The following information is provided for the Connecting Link, Rig:
PRON: AX3F2283AX
Noun: Connecting Link, Rig
NSN: 3040-01-287-2438
P/N: 70400-08151-061 Estimated Quantity Range: Minimum/ Maximum Total Estimate Dollars:
The estimated US requirement quantity is for the base year at an estimated value of and the out-years (two thru five) estimated value is . The total estimated dollar value of the proposed procurement is . This calculation is based on utilizing the Producer Price Index (PPI) of each, multiplied by the maximum quantity of over the five years. This contract will expire five years after contract award.

4. Authority Cited: Title 10 United States Code Section 3204(a)(5) as implemented in by paragraph 6.302-5(a)(2)(i) of the Federal Acquisition Regulation (FAR) entitled, A statute expressly authorizes or requires that the acquisition be made through another agency or from a specified source.” Public Law No. 108-136, National Defense Authorization Act (NDAA) Fiscal Year 2004, Section 802, Quality Control Procurement of Aviation Critical Safety Items and Related services, as implemented by Defense Federal Acquisition Regulation Supplement (DFARS) 209.270-3(a).
5. Reason for Authority Cited: The proposed acquisition requires the use of the cited statutory authority because the Connecting Link, Rig is an aviation Critical Safety Item (CSI) as defined by DFARS 209.270-2. As such, this procured item can only be performed by sources approved by the Systems Readiness Directorate (SRD). The CSI classification means that, should the Connecting Link, Rig fail to function properly, the result could be catastrophic, or cause a critical failure resulting in the loss of, or serious damage to, the aircraft or weapon system; an unacceptable risk of personal injury or loss of life; or an un-commanded engine shutdown that jeopardizes safety. Pursuant to the provisions of Public Law No. 108-136, National Defense Authorization Act Fiscal Year 2004, Section 802, Quality Control in Procurement of Aviation Critical Safety Items and Related Services, as implemented by DFARS 209.270-3(A), contracts for modification, repair, or purchase of CSI items can only be awarded to a source approved by Systems Readiness Directorate (SRD), which is the Army’s aviation design control activity.
The technical data for the Connecting Link, Rig has undergone full screening per the DFARS PGI 217.7506, Spare Parts Breakout Program. The assigned Acquisition Method Code / Acquisition Method Suffix Code (AMC/AMSC) is 1C, with AMC “1” meaning the item is suitable for competitive acquisition for the second or subsequent time and AMSC “C” meaning this part must be acquired from a manufacturing source(s) specified on a source control or selected item drawing. Suitable technical data, Government data rights, or manufacturing knowledge are not available to permit acquisition from other sources, nor qualification testing of another part nor use of a second source part in the intended application.
The only approved sources for the spare, Connecting Link, Rig are PCX AeroSystems – Manchester and Sikorsky. However, Sikorsky does not intent to submit a proposal for this buy. Failure to award this requirement will delay the ability to continue to provide the quick response to support the warfighters’ needs with serviceable assets available to support field requirements. The UH- 60 fleet will be greatly degraded due to the limited number of serviceable assets available for issue which could result in not only the grounding of aircraft but could possibly compromise safety, resulting in loss of life. Should a new source acquire the proprietary data from PCX AeroSystems or Sikorsky during the contract period of performance, the new source can compete in future procurements.
6. Efforts to Obtain Competition: In accordance with DFARS 205.205-71, DFARS 206.302-1(d), and DFARS Procedures, Guidance, and Information (PGI) 206.302-1 (d), a Sources Sought announcement was publicized on SAM.gov on 12 June 2024 and ended on 26 June 2024. As of 30 August 2024, PCX AeroSystems has conveyed its intentions to bid. On 11 June 2024, Sikorsky informed the US Government that it will not submit a proposal for this solicitation. In response to the Source Sought notice, one other source expressed interest in this acquisition: Associated Aircraft Manufacturing & Sales, Inc. (AAMSI) (CAGE Code ) (Unique Entity ID:
On July 10th, 2024, the Contract Specialist sent a letter to Associate Aircraft Manufacturing advising them that the item being procured must be acquired from an approved source. This product requires an engineering source approved by the design control activity to maintain the quality of the part.
Therefore, a SAR package must be submitted to become an approved source.
This letter instructed the potential vendor to submit a SAR package to the website provided in the letter.
The acquisition will be synopsized in SAM.gov immediately upon approval of the J&A, on or about 30 August 2024. Should another contractor become an approved source before contract award, its proposal, if submitted, will be considered. Any additional sources identified through the synopsis procedure will receive due consideration as prescribed by law, although a source must be approved in order to receive award. FAR 52.209-1, Qualification Requirements, will be included in the solicitation to advise bidders that the Government may only award the contract to bidders who are approved sources at the time of award.
Subcontracting Competition: Per FAR 19.702 and FAR 19.704, a Subcontracting Plan is required for this acquisition, as it exceeds the required $750K threshold. According to FAR 19.704, the contractor must include FAR 52.219-8, entitled “Utilization of Small Business Concerns”, in all subcontracts that offer further subcontracting opportunities and shall require all subcontractors, except small businesses, that receive subcontracts more than $750K to adopt a plan that complies with the requirements of the clause at FAR 52.219-9, “Small Business Subcontracting Plan”. Per FAR 44.204(c), the solicitation and resulting contract will include the FAR clause 52.244-5, entitled “Competition in Subcontracting” and DFARS clause 252.219-7003, entitled “Small Business Subcontracting Plan (DoD Contracts)” to ensure that all subcontracts are awarded on a competitive basis to the maximum extent possible.
7. Actions to Increase Competition: As per FAR 5.201, this requirement will be summarized on SAM.gov. As mentioned earlier in paragraph five, PCX AeroSystems is an SRD approved contractor for the overhaul of this part. The Government can take no additional actions to increase the number of approved sources. Consequently, the Government is unable to take any additional measures to increase competition at present and does not expect to be able to do so in the future. Source Approval Requests received by possible new sources, if received, will be reviewed to determine if the vendor’s technical capabilities meet the requirements to manufacture the item.
8. Market Research: In accordance with FAR 10.002(b) meaningful market research for AX3F2283AX was conducted by the Inventory Management Specialist, AMCOM Logistics Center, in the last 12 months. Research methods included the following:
(a) Personal knowledge in procuring supplies/services of this type:
(b) Contracting knowledgeable persons in the government during March 2024.
(c) Research of similar or identical parts. The sources revealed from a search of those databases indicate that PCX AeroSystems – Manchester, LLC, formerly Timken Aerospace Drive Systems LLC and Sikorsky are the only approved sources authorized to perform the required overhaul.
Based upon this market research, it has been determined that the Government's needs cannot be satisfied with commercial products, commercial products with customary or reasonable modification, or non-developmental items. Based upon the above, the basic clauses and provisions prescribed in FAR Part 12 are not sufficient for use in this acquisition and will not be utilized. As determined by the market research this item is military specific and has not been used outside the US Government.
9. Interested Sources: The results of the Sources Sought announcement are addressed in paragraph six (6) of this document. There is a reasonable basis to conclude at this time, that the agency’s minimum needs can only be satisfied by PCX AeroSystems – Manchester, CT (CAGE Code: ) (UEI ). All notices required by FAR 5.201(b)(1)(i) will be published, and any proposals received shall be considered.
