About this file

This is a Justification and Approval (J&A) document for a sole source contract authorization issued by the Naval Air Warfare Center Aircraft Division (NAWC-AD) Lakehurst, New Jersey.

The contracting activity is seeking to issue a stand-alone contract with Bloomy Controls, Inc. (CAGE: 1ZG80) for software procurement and upgrades to the ALRE DAQ System. The requirement encompasses upgrading the system with enhanced capabilities including the ability to collect Telemetry over Internet Protocol (TMoIP) airborne data, removal of obsolete NI-6071E data acquisition hardware and software, bug fixes, new capability additions, and ensuring compatibility with Windows 11 while maintaining Windows 10 compliance. The estimated contract value is $1 million, funded through the Capital Investment Plan for fiscal year 2026.

The sole source authority is justified under 10 U.S.C. 3204(a)(1), citing that Bloomy Controls is the original equipment manufacturer and exclusive owner and developer of the proprietary ALRE DAQ software. The justification asserts that complete redevelopment by an alternative source would cost an estimated $2.1 million and introduce an unacceptable 18-month delay to the testing schedule for aircraft carrier arresting gear systems. The Government conducted market research efforts including publishing a Sources Sought notice on SAM.gov on August 12, 2026 (with response deadline August 17, 2026), which received a response from Barbaricum, and a synopsis published April 20, 2026 (closed May 5, 2026), which received one response from Delta Telemetry Systems—both determined unsuitable. The Contracting Officer has determined the anticipated cost to be fair and reasonable, with no current actions available to remove barriers to future competition.

1. Contracting Activity.

Naval Air Warfare Center Aircraft Division (NAWC-AD) Lakehurst, NJ

2. Description of the Action Being Approved.

This Justification & Approval (J&A) authorizes and approves, on a sole source basis, the issuance of a stand-alone contract with Bloomy Controls, Inc for the procurement of software and upgrading the ALRE DAQ System.

3. Description of Supplies/Services.

The NAWCAD Lakehurst Prototype, Manufacturing and Test Division (PMTD) has a requirement for the ALRE DAQ System to be upgraded with added capabilities, to include adding the ability to collect Telemetry over Internet Protocol (TMoIP) airborne data, removal of obsolete: NI-6071E data acquisition hardware and software, correct some bugs/issues, add some new capabilities and for the upgraded capabilities are compatible with Windows 11 and remains compliant with Windows 10.

4. Sole Source Authority.

10 U.S.C. 3204(a)(1), only one responsible source and no other supplies or services will satisfy agency requirements.

5. Rationale Justifying Use of Cited Authority.

Bloomy Controls, Inc. CAGE: 1ZG80 is the original equipment manufacturer (OEM) and sole owner and developer of the ALRE DAQ software. ALRE DAQ Software is proprietary to

Bloomy Controls. Since Bloomy Controls owns this proprietary software, there are no other vendors that can satisfy this requirement without the complete redevelopment of this capability.

A complete redevelopment of ALRE DAQ is not in the Governments best interest, as it would require finding and validating a new company who could redevelop ALRE DAQ and perform the upgrades, revisions and removal of obsolete hardware/software to the ALRE DAQ system.

The cost for redevelopment is estimated to be $2.1M, with the estimate broken down as follows:

$650K for vetting/validating technicians, $825K for software engineering, $350K training , $275K updating publications. The process to approve a new source through the Engineering

Support Activity at NAWCAD Lakehurst would add an additional 18 months to the delivery schedule which would delay the testing of the arresting gear. A delay in testing the arresting gear would result in an unacceptable delay in capturing data required for the arresting gear to operate safely on Aircraft Carriers operating in theater. Government cost is not anticipated to be recuperated through competition.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

The Sources Sought notice was published on the SAM.gov website on 12 August 2026 with a response date of 17 August 2026. A response was received from Barbaricum on 17 August. The

Government technical team reviewed their response, and a response was provided to the vendor on 01 September 2026.

The synopsis was published on the SAM.gov website on 20 April 2026 and closed on 05 May

2026. We received one response from Delta Telemetry Systems. The program office determined that the specific requirements for this effort fall outside the current development scope of Delta

Information Systems because the ALRE DAQ software is proprietary to Bloomy.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition.

There are no actions that the Government can take at this time to remove barriers to competition.

However, if future requirements arise, the Government will heavily review the marketplace for alternate sources.
