About this file
This is a Brand-Name Justification (J&A-26-0148) document for an Indefinite Delivery Indefinite Quantity (IDIQ) delivery order under the NASA Solutions for Enterprise-Wide Procurement (SEWP) V Government-Wide Acquisition Contract (GWAC).
The Department of Homeland Security, U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management proposes to award a delivery order on behalf of the Office of the Chief Financial Officer (OCFO) for Informatica, LLC software licenses and related services. The contract is set aside for Women-Owned Small Business (WOSB) vendors on the SEWP V contract. The requirement is for an enterprise-grade data integration and management solution, including software licenses, specialized modules (data quality, governance, master data management, address validation, cloud integration), and ongoing technical support. The solution must support both on-premises and FedRAMP-compliant cloud environments. The contract type is Firm-Fixed Price (FFP) with a total dollar amount of $609,250.00 for a 12-month base period from June 1, 2026, through May 31, 2027. Funding is multi-year (FY25-FY29) under Operations and Support. The solicitation number is 70CTD026Q00000045. ICE technical teams conducted market research in early FY2026 evaluating alternative solutions such as Amazon Glue, Amazon Elastic MapReduce, and Amazon SageMaker, concluding that these tools lack the integration, security controls, and automation features necessary to match Informatica's capabilities. The justification emphasizes that Informatica is essential for supporting SEVIS, Fleet Home, and Financial Systems Modernization programs and that replacing it would delay critical modernization initiatives aligned with Presidential Executive Orders 14240 and 14247. The contracting officer will obtain fair and reasonable pricing through competitive quotes from multiple SEWP V WOSB vendors via the SEWP portal, complying with FAR 16.505 fair opportunity requirements.

ITEMS PARTICULAR TO ONE MANUFACTURER (BRAND-NAME)
(j) Background information about the requirement:
ICE has a requirement for continued software license maintenance for its existing data quality, address validation, and cloud-based integration tools. These tools are necessary to support the ICE Student & Exchange Visitor Information System (SEVIS), Fleet Home, and Financial Systems Modernization (FSM) programs in managing and maintaining their workflows, data quality, and address validations. These applications are essential for meeting ICE mission support objectives and serving its customers.
3. Description of Supplies/Services.
(a) The Government has a requirement for an enterprise-grade data integration and management solution, including software licenses, specialized modules, and ongoing technical support. The licensing covers advanced features such as data quality, governance, master data management, address validation, and secure cloud integration, with modules supporting identity matching and data exploration. Technical support ensures proper setup, maintenance, troubleshooting, and regular updates. These resources enable OCFO to efficiently manage, analyze, and report on financial and operational data, supporting both on-premises and FedRAMP-compliant cloud environments.

4. Statutory Exception and Rationale.
Exception:
The specific exception for providing for brand-name awards under multiple award contracts is RFO FAR Subpart 16.507-7(a). An item peculiar to one manufacturer can be a particular brand-name, product, or a feature of a product peculiar to one manufacturer. A brand-name item, even if available on more than one contract, is an item peculiar to one manufacturer. Brand-name specifications must not be used unless the particular brand-name, product, or feature is essential to the Government’s requirements and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s needs.
ITEMS PARTICULAR TO ONE MANUFACTURER (BRAND-NAME)
Rationale:
(a) The Government requires an enterprise-grade data integration and management solution, including software licenses, specialized modules, and ongoing technical support. This solution must provide robust capabilities for integrating, transforming, and managing data from multiple sources; ensuring data quality, governance, and address validation; and supporting secure, scalable cloud integration. Technical support is needed for installation, configuration, maintenance, troubleshooting, and updates. The overall requirement is to enable efficient, secure, and reliable handling of financial and operational data to support analytics, reporting, and compliance across the organization.
(b) The Office of the Chief Financial Officer (OCFO) requires Informatica brand-name products and features to meet its essential enterprise data integration and management needs. The ASB/SED team’s evaluation has confirmed compatibility between Informatica software and ICE's IT infrastructure, establishing Informatica as the standard software solution for ICE’s data management needs. The Informatica Data Integration Platform is essential for connecting, transforming, and consolidating data from multiple sources, supporting OCFO’s analytics, reporting, and operational requirements. Informatica’s Data Quality module—including multi-core processing, identity matching, and unlimited development lab capabilities—ensures the accuracy, consistency, and reliability of financial and operational data, which is critical for informed decision-making and regulatory compliance. The Data Explorer tool enables users to analyze and profile data, helping identify issues and trends to enhance data governance and reporting. Informatica’s United States Premium Address Cleansing module validates and standardizes address information, supporting accurate records and efficient operations.
Additionally, Informatica’s suite of FedRAMP-compliant cloud integration modules—including Integration Base, Data Integration, API and Application Integration, Cloud Secure Agent, and Tier B and C Connectors—provides secure, scalable integration of cloud-based data and applications, meeting federal security standards and supporting modernization efforts. Premium Success Maintenance and technical support from Informatica ensure expert assistance, timely updates, and reliable operation across both on-premises and cloud environments, minimizing downtime and supporting OCFO’s mission-critical activities.
(c) Market research was conducted during the first half of fiscal year (FY) 2026 to assess the suitability and viability of the Informatica product for continued and future use within ICE. ICE technical teams explored alternative solutions to address Extract, Transform, and Load (ETL) requirements and other functionalities currently supported by Informatica products. While one user has initiated a transition to another product, the remaining users have no immediate plans to discontinue use of Informatica. The ASB/SED team evaluated cloud-based data management tools, such as Amazon Glue, Amazon Elastic MapReduce, Amazon SageMaker, Amazon Kinesis, and Amazon OpenSearch Service. Despite the range of offerings, the evaluation concluded that these tools lack the integration, security controls, and automation features necessary to match the capabilities of Informatica products. For example, Informatica Address Doctor is an address verification tool, while Amazon Elastic MapReduce is a scalable search and

analytics engine, it that lacks address validation which is required for the Student and Exchange Visitor Program SEVIS. Second Informatica Intelligent Cloud Services IICS offers low-code, drag and drop visual interface, enterprise data governance and quality, while Amazon Glue is limited in scope in metadata cataloging and ETL. Replacing IICS with Amazon Glue is not a short term project as it’s impractical given the time frame as a new solution would require a minimum 3 to 6 months for requirements gathering and another 6 to 9 months for implementation (development and testing), putting the SEVIS, BGSQ Office of Financial Management OFM, and FLEET Home Programs at risk as they would be unable to perform Address Verifications, Extract, Transformation of Data, and Loading of Data into the various Databases and Applications. BGSQ OFM has been utilizing Data Quality to build data cleansing rules for the financial, procurement, and asset data to filter out data anomalies to reduce the manual effort of the centers to ensure accurate data is migrated to the new ERP SAP S/4 HANA. Amazon Glue has limited data profiling functionality as compared to Informatica Data Quality. Data Profiling is utilized to analyze source data, identify missing values, data types and patterns, and structure. Utilizing Informatica Data Quality data profiling establishes a baseline and confidence level in the integrity of the data being cleansed and migrated to SAP S/4 HANA. Lastly, FLEET and BGSQ OFM have over 6400 Mappings and Worklets in IICS that have been built, tested, and currently being utilized to Extract, Transform Data Elements, and Load Data into various databases and applications. If BGSQ OFM makes a change in the ETL tool, this potential could delay the Cube Components Financial Systems Modernization program Phase 1 go-live in October FY27 and Phase 2 go-live in October FY28. The Financial Systems Modernization initiative is part of the Presidential Executive Order 14240 and 14247.
Thus, marker research indicates that other providers’ similar products, or products lacking the essential features, do not meet, or cannot be modified, to meet the Agency’s needs.
5. Determination by the contracting officer that the anticipated cost to the
Government will be fair and reasonable.
Multiple NASA SEWP V, WOSB vendors, provide brand name products. The Government has a reasonable expectation that at least two quotes will be received so the contracting officer will determine that price(s) are fair and reasonable based on adequate price competition. The SEWP V contract achieves fair opportunity and competitive pricing by allowing all eligible contract holders to respond to solicitations issued through the SEWP portal. The program requires agencies to solicit quotes from multiple vendors, ensuring that all contractors have an equal chance to compete for each requirement. SEWP V is fully compliant with Federal Acquisition Regulation (FAR) 16.505, which mandates fair opportunity for all contractors under multiple award contracts.
6. Any other facts supporting the justification.
Informatica remains the leading provider of data management products, offering extensive features across subfields such as data modeling, integration, engineering, quality and governance, ITEMS PARTICULAR TO ONE MANUFACTURER (BRAND-NAME) cataloging, security, and process automation. The renewal of Informatica software licenses is necessary to ensure the security and integrity of ICE’s IT infrastructure. Only Informatica can provide the required source code, security patches, and break/fix support for its products, which are essential for applications running within the ICE GovCloud environment. These software products play a critical role in supporting the ICE enterprise by enabling high system availability and improved security for enterprise application systems.
7. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the exception to fair opportunity before any subsequent acquisition for supplies or services is made.
ICE will continuously monitor the market and update its market research to identify any new products or vendors that may offer the required features. Prior to any subsequent acquisition, ICE will reassess available solutions to ensure that no unnecessary barriers exist and that all potential competitors are considered. ICE will actively engage with industry to communicate its requirements, so that vendors are aware of ICE’s needs and may develop products to meet those needs, thereby reducing the necessity for sole sourcing. If new products emerge that meet ICE’s requirements, ICE will evaluate their suitability and adjust acquisition strategies accordingly. This approach ensures that ICE remains open to competition, encourages industry participation, and removes any barriers to fair opportunity in future procurements.
