About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for the U.S. Air Force. The contract is for the repair and overhaul of the F101 Digital Electronic Control (DEC) for the B-1B aircraft, valued at $3,854,003.65. The acquisition is a five-year indefinite-quantity, indefinite-delivery contract with one base year and four one-year options, estimated to begin on 24 July 2024. UTC Aerospace Systems (Hamilton Sundstrand) is the sole source contractor, as they are the original equipment manufacturer with proprietary technical data and unique capabilities for this critical safety item.
The F101 Digital Electronic Control is a specialized component that controls engine functions, converting electrical analog signals into digital form and transmitting them to the aircraft's computer. The contract is a follow-on to a previous contract awarded in July 2019, with engineering analysis indicating that reverse engineering would take approximately 5 years and cost over $10 Million. Market research was conducted, but no alternative sources were found capable of providing the service without unacceptable delays. The 421 SCMS believes that awarding to any other source would result in unacceptable delays in fulfilling the Air Force's requirement, and the OEM has denied requests for data rights.
