DMEA # 23-05
Justification for Other than Full & Open Competition Process for
DMEA Cadence Indefinite Delivery / Indefinite Quantity (ID/IQ) Task Order Contract
1. Agency and Contracting Activity:
Defense Microelectronics Activity (DMEA) Contracting Division/MECC Attn: Robert Crandell, Contracting Officer robert.d.crandell.civ@mail.mil 4234 54th Street McClellan, CA 95652
2. Nature and/or Description of the Action Being Approved:
This action will be to award a sole-source Indefinite Delivery Indefinite Quantity (IDIQ) Contract to Cadence for Cadence electronic design automation (EDA) tools, and any (1) technical support and (2) RF/PCB/package part design hardware and software associated with the design tools required.
DMEA requires rapid access to Cadence software tools to perform its engineering mission. This document defines the overall technical scope of the Cadence IDIQ. Specific requirements will be defined, as they are identified, in separate Task Order (TO) Statements of Work (SOWs), to be issued under the Cadence IDIQ.
The entire ceiling value is estimated amount for approximately 5-6 years of Cadence software requirements, mainly software maintenance. DMEA owns perpetual licenses for much of this software, and could use it without the software maintenance for a time, but eventually would become forbidden due to inability to meet current IT cybersecurity requirements rendering the old version obsolete and disallowed on DoD networks. While some design hardware is included within the technical scope, the needs for such is rare and unknown at this time.
3. Description of the Supplies/Services Required To Meet the Agency’s Needs (including the total estimated value, including options, if any):
DMEA requires continual, rapid access to Cadence software tools to perform its engineering mission.
The Defense Microelectronics Activity (DMEA) uses Cadence EDA tools as a principle design software for a myriad of its projects. This IDIQ will compile a general description of Cadence products, technical support, hardware support, and PDK services that DMEA requires and may require as needed, to supplement the base Cadence tool. Cadence offers supplemental design tools, features, and data sets to support activities in line with DMEA’s mission. These supplemental design tools can only be added onto Cadence software and are only available from Cadence. This umbrella of tools does NOT include many other software tools that DMEA also utilizes and which are available from other sources. This large umbrella of tools will streamline future procurement efforts.
Cadence was obtained through the following contracts, each supported with a J&A:
• HQ072721C0005 (21-1A9) – total contract value: $1,757,400.00
• HQ072719P0024 (19-9C0) – total contract value: $1,930,598.00
• HQ072718P0042 (18-8F8) – total contract value: $3,280,108.00
• HQ072718P0010 (18-8D3) – total contract value: $309,540.00
