Full and Open Competition

1. Contracting Activity: U.S. Army Contracting Command – Rock Island (ACC-RI) Rock Island Arsenal, Rock Island, IL 61299-8000.

2. Description of Action: Army Product Lead Computer Hardware Enterprise Software and Solutions (PL CHESS) requests approval to modify the ITES-3H contract vehicles to extend the ordering period, and prevent the disruption of this Army-mandated standardized Information Technology (IT) hardware ordering capability. The current ordering period ends Operations and Maintenance Army; Research, Development, Test & Evaluation; and Other Procurement Army funding will be obligated at the delivery order level, as appropriate, based on the nature or purpose of the purchase and the requiring activity’s mission. Ordering under ITES-3H is decentralized. In accordance with (IAW) Defense Federal Acquisition Regulation Supplement (DFARS) 207.103(d)(i)(B), the required acquisition plan amendment is currently awaiting Program Executive Officer Enterprise Information Systems approval.

ITES-4H, the follow-on to ITES-3H, is currently in the acquisition process, but will not be awarded prior to the expiration of ITES-3H. The bridge extension of ITES-3H is required to avoid any lapse in coverage and support between ITES-3H expiration and ITES-4H award.

3. Description of Supplies/Services: ITES-3H provides a full range of state-of-the art IT equipment, software, and related incidental services. The ITES-3H scope will remain the same during the extension and encompasses all requirements for IT, including hardware, software and related integration services for providing end-to end solutions.

This includes servers, desktops, notebooks, workstations, thin clients, storage systems, networking equipment (including wireless), network printers, product ancillaries (including equipment cabinets, racks and mounts), peripherals (including monitors), network cabling products, video teleconferencing products, standalone displays (e.g., plasma screens, High Definition Television, scanners, Everything over Internet Protocol products, communications devices, power devices, software, basic warranty and warranty options, and other related accessories and options), which are major components of major systems and other highly specialized equipment. Services are incidental to the hardware buys and include system configuration and integration, physical site analysis, installation and relocation, high availability configuration, warranty, and legacy equipment maintenance. This extension will allow for continued contract management of the current ITES-3H products and related incidental services, as outlined in the current ITES-3H vendor catalogs, which will not be revised. The actual products and related incidental services to be acquired will not be known until each individual delivery order is competed under ITES-3H as precise requirements are identified and funded.

4. Authority Cited: 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.

5. Reason for Authority Cited: As described at FAR 6.302-1(a)(2)(ii)(B), supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in unacceptable delays in fulfilling the agency’s requirements.

Market research and the preparation of the ITES-4H acquisition documents took longer than expected. CHESS applied the Category Management Memorandum, M-19-13:

Making Smarter Use of Common Contract Solutions and Practices, to ITES-3H preparation for ITES-4H. In the M-19-13 memorandum, the Office of Management and Budget established actions that all executive agencies and departments must take to more effectively manage contract spending through a balance of Government-wide, agency-wide, and local contracts; reduce unnecessary contract duplication and cost avoidance; and continue the achievement of small business goals and other socioeconomic requirements. Accordingly, CHESS conducted multiple due diligence

meetings with vendors to determine the best IT solutions for the Government and incorporate innovative, new, and emerging IT into the acquisition requirements package.

Due diligence meetings, a Request for Information (RFI), and Industry Day sessions led to companies with participants providing CHESS feedback for the upcoming ITES-4H contract. The high volume of information obtained in response to the RFI, and the additional information received in meetings and industry engagements, caused PL CHESS to take more time than planned to process its market research and complete the acquisition requirements package for ITES-4H. The ITES-4H team continues to work diligently to solicit and award the follow-on contract in a timely manner, but industry engagement is critical to the success of an Indefinite Delivery Indefinite Quantity (IDIQ) contract this large. Therefore, additional time has been required to draft an RFP that captures industry input and accommodates efforts to eliminate out-of-scope and open market purchases.

Other than ITES-3H, there are no practical alternative sources that meet the Army’s unique standards, security requirements and enterprise architecture requirements. The Army Federal Acquisition Regulation Supplement (AFARS) Part 5139, Acquisition of Information Technology, identifies the CHESS program as the “mandatory source for commercial IT purchases,” and Army Regulation (AR) 25-1, Army Information Technology, dated 15 JUL 2019, states that CHESS is “the mandatory source for all [commercial off the shelf (COTS)] IT hardware and software.” CHESS contracts provide IT products and services that comply with DoD, Army, and Network Enterprise Technology Command (NETCOM) policies and standards, to include the NETCOM-published Technical Authority (TA), which specifies the hardware, operating systems, software and configurations necessary for association with the DoD Information Network- Army (DoDIN-A). Army purchasers of commercial hardware and software must satisfy their IT requirements by utilizing CHESS contracts and DoD Enterprise Software Initiative agreements first, regardless of dollar value. Any IT hardware or software purchase outside of CHESS contracts requires a waiver IAW AFARS 5139.101-90(a)(2) and AR 25-1.
