About this file
This is a Justification and Approval (J&A) document for extending a sole-source contract with Northrop Grumman Systems Corporation (NGC) for AN/AQS-24 Sonar Detecting Set support services.
The Naval Surface Warfare Center, Panama City Division is extending the ordering period of an Indefinite Delivery Indefinite Quantity (IDIQ) contract (N61331-22-D-0001) by five years through March 17, 2032, maintaining the overall 10-year maximum ordering period allowed under DFARS regulations. The original contract was awarded on March 18, 2022, on a sole-source basis at a ceiling of $77,590,973. To date, approximately $24,250,825 has been obligated and funded. The extension covers depot-level support services including maintenance, repairs, alterations, upgrades, spares, engineering support, overhaul, production, and modifications for the AN/AQS-24 Sonar Detecting Set and related systems. Updated funding is projected for fiscal years 2028 through 2032 in Table 2 (specific amounts redacted). The solicitation justification cites NGC's unique position as the original equipment manufacturer and sole developer with exclusive expertise, technical data, equipment, and personnel necessary to perform complex overhauls and repairs. A Sources Sought notice was posted on SAM.gov on December 16, 2025 (special notice N61331-26-SN-Q06), remaining open for 16 days with no responses received. The Contracting Officer will determine fair and reasonable pricing through cost analysis, DCMA/DCAA pricing reviews, and audit assistance for individual delivery orders. No plans exist to compete future contracts due to the expected sunsetting of the current AN/AQS-24 platform, though competition will be reassessed if programmatic requirements change.
