About this file
This is a Limited Source Justification document for a federal contract renewal submitted by the Federal Bureau of Investigation's Criminal Justice Information Services Division.
The FBI seeks to renew a subscription to Gartner's Research and Advisory service for use by the Architecture Group, classified as a Miscellaneous/Other Subscription under a Firm Fixed Price contract type. The subscription will provide in-depth research, analysis, and advisory services covering IT Key Metrics, IT Budget, Enterprise Architecture, IT Infrastructure & Operations, Program & Portfolio Management, Sourcing, and Applications. The FBI justifies restricted competition under 41 U.S.C. 152(3)/40 U.S.C. 501 and FAR 8.405-6(a)(b) as an item peculiar to one manufacturer (brand name specification). The justification cites Gartner's unique value proposition, including vendor-neutral product reviews, focus on IT strategy and infrastructure, and large market share. The document notes that no alternative subscriptions provide access to Gartner's research library and that competing services such as Forrester, IDC, and G2 focus on different research areas with different methodologies. The FBI has utilized Gartner for the past six or more years and considers prior pricing to be fair and reasonable based on historical purchases. The contracting officer will employ price analysis techniques, including comparison with historical pricing and GSA commercial price lists, to determine fair and reasonable pricing. The FBI commits to conducting continuous market research to evaluate alternative solutions for future acquisitions should they become feasible.

Unique qualification(s) details:
Gartner for IT Leaders gives FBI CJIS ITMS access to the Gartner research library, which contains thousands of current, objective and actionable research materials covering IT, management and business resources. Overall, Gartner provides the best balancing point of perspective between being hyperfocused and being overly broad while providing information about industry products and vendors and maintaining vendor neutral status. What makes Gartner unique is their vendor neutral stance for product reviews and comparisons, their focus on IT strategy and infrastructure, and their large market share. Gartner provides a unique vantage in the industry by providing strategic, high-level but actionable advice for architectural implementations for large organizations like CJIS. There are no other subscriptions available to access the Gartner research library.

Other
The CO will use price analysis to determine fair and reasonable price. Various price analysis techniques to include, but not limited to comparison with historical pricing, and available commercial price list will be utilized via GSA.gov.
Description of the market research conducted and the results
The Federal Bureau of Investigation’s description of the market research technique(s) it employed to determine the necessity of restricted (other than full and open) competition is provided below.
Contacting knowledgeable individuals in Government and industry regarding market capabilities to meet requirements.
Program management was contacted in the benefit of continuing this subscription. There are several benefits for continuing Gartner support. Gartner provides vendor neutral market research to CJIS providing product comparisons, strategic articles on system and product implementation, and access to industry experts. Additionally, Gartner provides expert-based reviews of RFI and proposal documents to ensure the ask from CJIS is easily understood by industry. Losing this Gartner support would increase the research burden for products and services while diminishing the quality of that research and unreviewed requests.
Other
Reviewing the results of recent market research undertaken to meet similar or identical requirements. The review has shown that similar services, Forrester, IDC and G2, focus on different areas of interest with different methods of research.
One focuses more broadly on Customer Experience research, marketing and business strategy. One provides data-driven quantitative analysis but does not maintain the vendor broader perspective. Whereas Gartner, is focused on IT research and information about the infrastructure, data, and application landscape. This level and limitation of focus is inherited beneficial over the competition.
Other facts supporting the use of restricted (other than full and open) competition
The Federal Bureau of Investigation’s description of additional facts which support the use of restricted (other than full and open) competition is provided below.
Gartner has been the subscription utilized for research for the past six years or more. Because of these past requirements, the FBI is limited in the selection of subscriptions that are able to provide value in the in depth research, analysis and advisory services for insights into IT Key Metrics, IT Budget, Enterprise Architecture, IT Infrastructure & Operations, Program & Portfolio Management, Sourcing and Applications.
