About this file
This is a Justification and Approval (J&A) document for other than full and open competition for the overhaul/upgrade of the Control Indicator for the UH-60 Black Hawk helicopter, with an estimated value of $13,831,022.70. The Department of the Army Contracting Command - Redstone Arsenal (ACC-RSA) seeks to award a five-year Indefinite Delivery Indefinite Quantity (IDIQ) Maintenance and Overhaul (M&O) contract with firm-fixed pricing.
The procurement is limited to Hamilton Sundstrand Corporation dba Hamilton Aerospace Technologies and Sikorsky Aircraft Corporation, as they are the only sources with access to the required proprietary technical data. The total quantity is 990 units (825 US and 165 Foreign Military Sales), with contract performance beginning September 2022. A Sources Sought notice was published on SAM.gov on February 23, 2022, but responding companies lacked the necessary proprietary data access. The previous contract (W58RGZ17D0015) was also awarded to Hamilton Sundstrand Corporation, with various delivery orders between 2016-2021 ranging from $6,797.98 to $16,385.33 per unit.

Solicitation: W58RGZ-22-B-0035
(3) The authority previously cited due to less than full and open competition was U.S.C.3 04( (1), as implemented by paragraph 6.302-1(a)(1) of the FAR, “Only one or a limited number of responsible sources and no other supplies of services will satisfy agency requirements.”
Technical data was not available to support a full and open competitive solicitation when the previous award was made. A DMWR was not developed, nor was DMWR development anticipated for the future. There was a reasonable basis to conclude the agency’s minimum needs could only be satisfied by the only known sources with repair data necessary to perform the requirement.
(5) The previous requirement was to support a limited competitive acquisition resulting in a firm-fixed price, five-year Indefinite Delivery Indefinite Quantity (IDIQ), Maintenance and Overhaul (M&O) Contract. Only approved sources were authorized to work on the Control Indicator due to the lack of technical data available. The Justification and Approval was signed by the Principal Assistant Responsible for Contracting, , on 5 February 2014. There are no other facts to justify limiting competition that were not previously stated.
