Vision Research (100 Dey Road, Wayne, NJ) is justified as the sole source contractor because they are the original equipment manufacturer of the Phantom cameras and hold the patent for the high-speed electronic digital imaging technology. The cameras contain proprietary components and file structures that only Vision Research can maintain. The J&A notes that purchasing new cameras instead would cost $4.7M and cause 6-12 month delays affecting testing schedules. A Sources Sought notice was posted on SAM.gov on April 30, 2024, with no responses received. The contracting officer has determined the anticipated costs to be fair and reasonable, and NAWCWD has no current plans to compete future requirements unless another qualified source emerges.
