About this file

This is a U.S. Coast Guard Justification for Other Than Full and Open Competition document supporting a single-source procurement under FAR 12.102(a), Class Deviation 25-21 Rev. 1.

The procurement is for spare parts to be utilized on MH-65 helicopters. Three line items are required: 10 Spreader Bar HG-20 units (NSN 1730-01-HS2-7578, P/N 6P-0128-3) with an optional quantity of 10; 10 Spreader Bar units (NSN 1730-01-HS2-7577, P/N 6P-0128-4) with an optional quantity of 10; and 25 Stop Cable Assy Lat units (NSN 5340-01-HS2-4871, P/N 6S-0048-3) with an optional quantity of 50. The justification for restricting competition to a single source is that the aircraft Original Equipment Manufacturer (OEM) and the USCG have determined these parts can only be obtained directly from the OEM's U.S. affiliate. The Government lacks adequate data or rights to data and cannot economically purchase the data or rights. All delivered materials must have clear documented traceability to the OEM and include a completed Certificate of Conformance certifying compliance with FAR clause 52.246-15. The suggested source is Oregon Aero, Inc., located at 34020 Skyway Drive, Scappoose, OR 97056-2516, with UEI EQGRD789K3Z3. The document does not specify response dates, award dates, or pricing terms, as the contracting officer's fair and reasonable price determination methods section remains incomplete.
