About this file
This is a U.S. Coast Guard Justification for Other Than Full and Open Competition for commercial products and services under FAR 12.102(a) and FAR Class Deviation 25-21 Rev. 1. The procurement requisition number is 2026126-DN05 with an estimated total value of $24,138.90, which falls above the micro-purchase threshold but at or below the simplified acquisition threshold (SAT).
The Coast Guard is procuring specialized spare parts for MH-65 helicopters from Airbus Inc. Helicopters located at 2701 N. Forum Drive, Grand Prairie, TX 75052-7099 (UEI: LAD2HL1R71Z3). The specific item is a Union part (NSN 4730-14-374-7045, P/N DHS613-626-22) with a quantity of 15 units and an optional quantity of 30 units. The justification for restricting competition to a single source is based on the determination that only one source is available. The rationale cites that these are highly specialized parts designed and manufactured by Airbus Helicopters France (the original equipment manufacturer), and technical data required for acquisition from other sources is unavailable. Procurement from any source other than the OEM or authorized distributor Airbus Helicopters, Inc. would compromise aircraft and crew safety. The contract will require all delivered materials to have documented traceability to the OEM and a completed Certificate of Conformance per FAR clause 52.246-15. The document was last updated on 03/03/2026, with the Inventory Manager (Maggie D. Cox) signature dated 05/06/2026.
