DEPARTMENT OF VETERANS AFFAIRS
Sole Source Document Justification {>SAT)
Acquisition Plan Action ID: Organ Procurement Organization (OPO) Fees
1. Contracting Activity: Department of Veterans Affairs
Network Contracting Office (NCO) 16
Michael E. DeBakey VA Medical Center (MEDVAMC)
2002 Holcombe Boulevard, Houston, TX 77030
2237:
2. Nature and/or Description of the Action Being Processed:
MEDVAMC located at 2002 Holcombe Boulevard, Houston, TX 77030 is in need of a fixed price
Indefinite Delivery Indefinite Quantity (IDIQ) contract for the OPO acquisition fees associated with the recovery of organs (Liver and Kidney) for transplant operations. This organ acquisition fee requirement is essential for patients at MEDVAMC that are scheduled or waiting for an organ transplant procedure. This proposed single award IDIQ contract will be for the OPO fees associated with the recovery of organs through a sole source acquisition to be designed for OPO LifeGift Organ
Donation Center (LifeGift).
This sole source acquisition is in accordance with FAR 13.106-l(b)(2) Soliciting From a Single Source for Purchases Exceeding the Simplified Acquisition Threshold, FAR 13.5 Simplified Procedures for
Certain Commercial Items, and FAR 13.501 Special Documentation Requirements, where acquisitions are conducted under Simplified Acquisition Procedures are exempt from the requirements of FAR 6, but still require a justification using the format of FAR 6.303-2.
3. Description of Supplies/Services Required to Meet the Agency's Needs:
MEDVAMC in Houston, TX has both a liver and a kidney transplant program available to its Veteran patient population. In order to perform a transplant operation, the liver or kidney organ itself must be procured. LifeGift is the sole designed OPO for Southeast Texas that performs/coordinates the recovery, preservation, and transportation of organs and tissue. This need for a single award IDIQ contract will allow MEDVAMC to compensate acquisition fees to the designed OPO for recovery of organs for both liver and kidney transplant operations.
The period of performance for this requirement is a firm five (5) year ordering period with an tentative start date of 06-01-2020.
4. Statutory Authority Permitting Other than Full and Open Competition:
The statutory authority for applying the Simplified Procedures for Commercial Items of FAR 13.5 is
41 U.S.C. 1901 and is implemented for restricting competition on this procurement via FAR
13.106-l(b)(2).
