About this file
This document is a Limited Sources Justification and Approval (J&A) for procuring Ninja Gen2 Counter small Unmanned Aerial Systems (C-sUAS) for the Air Force. The procurement involves purchasing 12 Ninja Gen2 Systems (6 systems each) for deployment at Warren AFB in Wyoming and Minot AFB in North Dakota, with delivery required within 8 months of contract award.
The justification is based on Black River Systems Company (BRSC) being the sole provider of this unique capability, with technical data and software code protected until May 2028. The Ninja system is one of three Joint C-UAS Office endorsed fixed-site systems and the only one compatible with the USAF C-sUAS C2 system. The system can passively detect, identify, and mitigate Group 1-3 UAS by intercepting RF communication signals, with capabilities ranging from 70 MHz to 6 GHz. The procurement is being conducted through a GSA Multiple Award Schedule (MAS) under contract number 47QSWA23D00A9, with a firm-fixed-price structure, and is specifically funded by the Office of the Under Secretary of Defense for Acquisition and Sustainment.

I. Contracting Activity.
The contracting organization responsible for this Limited Sources justification is Air Force Materiel Command (AFMC), Air Force Life Cycle Management Center, PEO Electronic Systems, Force Protection Contracting Office (AFLCMC/HBUK), 3 Eglin St., Bldg. 1612, Hanscom AFB, MA 01731-2100. The Contracting Officer is Mr. Robert Gill. Mr. Gill can be reached at (978) 204-3526 or DSN 845-0193.
II. Nature and/or description of the action being processed.
This is a new schedule order for the purchase of pre-priced items off of the Black River Systems Company (BRSC) GSA MAS schedule under contract number 47QSWA23D00A9, with a Delivery Date no later than 8 months following contract award notification. This is a Firm-Fixed-Price action. This schedule order will be used to procure Counter small Unmanned Aerial Systems (C-sUAS) systems to close capability gaps at multiple USAF installations as specifically funded and directed by the Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD (A&S)). This specific order will deploy Ninja components to Warren AFB (Wyoming) and Minot AFB (North Dakota). Each shipping location will receive a quantity of 6 Ninja Gen 2 systems.
III. Description of supplies/services required to meet agency needs.
Ninja Gen2 Systems are Radio Frequency (RF) sensing solutions that passively detect, identify, classify, track, and mitigate Group 1-3 UAS, with an emphasis on commercially available sUAS. This language refers to the Ninja’s ability to “disrupt, disable, or destroy” an uncrewed aircraft system. Group 1 UAS are defined as having a maximum weight of 0-20 lbs, a nominal altitude of less than 3,500 ft, and a speed of less than 250 knots. Group 2 UAS are defined as having a maximum weight of 21-55 lbs, a nominal altitude of less than 1,200 ft, and a speed of 100 knots. Group 3 UAS are defined as having a maximum weight of less than 1,320 lbs, a nominal altitude of less than Flight Level 180, and a speed of less than 250 knots. Ninja can detect communication signals ranging from 70 MHz to 6 GHz in real time without causing indiscriminate interference to friendly RF systems as is typical with conventional UAS jamming technologies. Ninja enables rapid and surgical electronic takeover of sUAS targets by intercepting their RF communication signals and then seizing operational control of these UAS while allowing friendly drones to continue uninhibited. The following are to be acquired : Ninja Gen2 Systems ($ each, QTY: 12, Total $ Delivery is required not later than 8 months after award.
IV. Identification of the justification/rationale for limiting sources and demonstration of the contractor's unique qualifications to provide the required supply/service.
FAR 8.405-6 requires an ordering activity to justify its actions when restricting consideration of schedule contractors to fewer than required in FAR 8.405-1 or FAR 8.405. FAR 8.405-6(a)(1)(i)(b) Only one source is capable of responding due to the unique or specialized nature of the work.
In 2019, Black River Systems Company (BRSC) was previously awarded a contract (SBIR Phase III) with Air Force Research Lab (AFRL) under contract FA8750-19-C-0040 in the amount of $98.6M, to support rapid research, development, prototyping, demonstration, evaluation and transition of Counter small Unmanned Aircraft Systems (C-sUAS) and others leveraging commercial-off-the-shelf (COTS) technology. BRSC developed the Ninja capability and has been the contractor to the Air Force and other agencies since 2016. Technical data and software code developed by BRSC is protected until 15 May 2028 IAW DFARS 252.227-7018. Accordingly, the Government has SBIR data rights, which means that it has limited rights to the technical data and restricted rights in software. Given that the Government cannot disclose the data and software code, this requirement cannot be competed at this time. There are no alternatives to the Ninja system that can fulfill the Government's requirements.
The Ninja system is one of three fixed-site systems selected by the Joint C-UAS Office (JCO) and is the only system capable of protocol manipulation and detection, identification, and defeat of sUAS that is approved for use by the Air Force as part of the Medusa System of Systems. In 2020, the JCO endorsed three primary fixed site C-sUAS systems that were in use at the time. The other two systems are in use by the Army and Navy respectively. The Ninja system was originally developed in partnership with AFRL and has been in use by the Air Force since 2018.
