About this file

This document is a Single Source Justification for a simplified acquisition to procure a QuantiFit 2 Virtual Operator Fit Testing System from Occupational Health Dynamics (OHD). The government requires an automated protective mask fit testing system that includes a virtual server for standardized testing and step-by-step guidance to allow Goodfellow AFB members to perform self-administered gas mask fit tests. OHD is the sole manufacturer of the QuantiFit 2 system, which meets the government's minimum requirements including the virtual server functionality. The estimated value of the contract is not provided. Market research found no other vendors capable of meeting the government's requirements. The Contracting Officer has determined OHD is the only reasonably available source for this procurement.

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 17 CONS/PKB

Project/Program Name: OHD QuantiFit 2 Virtual Operator Testing System

Purchase Request / Local ID Number: F1Z3503191A001

Estimated Contract Cost (including Options):

Section B: Description of the Supplies/Services Required

This acquisition is to procure a QuantiFit 2 Virtual Operator Fit Testing System, an automated protective mask fit testing system allowing any Goodfellow AFB members requiring a gas mask fit test to perform a self fit test. Occupational Health Dynamics is the only vendor who can fulfill this requirement with their QuantiFit 2 Virtual Operator Respirator Fit Tester.

Section C: Justification for Soliciting from a Single Source or Brand Name

Occupational Health Dynamics (OHD) Limited Liability Limited Partnership (LLLP) is the only vendor capable of providing a respirator fit testing system that meets the minimum requirements of the Government. The 17 MDG requires a respirator fit testing system that includes a virtual server capable of automated guidance through the test protocol through a step-by-step animated guide. The virtual server is required for the standardized testing within the AF facilities while adhering to OSHA, NFPA and the Federal Regulations governing fit testing [29 CFR 1910.134]. Without the virtual server, the fit testing time will increase from 3 minutes to over 10 minutes, if there are no complications. Additionally, the self automated guidance allows for members to perform the test without the need of a Bio-environmental Engineer technician to administer the test, saving countless man-hours. Due to patented Controlled Negative Pressure technology and the virtual server of the fit tester, no other vendor is capable of providing a respirator fit testing system that includes a virtual server that meets the standardization of the AF. OHD, LLLP is the sole source owner and manufacturer of the QuantiFit2 Virtual Operator Respirator Fit Testing Systems and the only vendor that can meet the needs of the Government. OHD, LLLP does not have any authorized resellers or distributors for the QuantiFit2 Virtual Operator Respirator Fit Testing System.

Section D: Efforts to Obtain Competition

Market research for Protective Mask Tester at 17 MDG includes Medical Master Catalog, Prime Vendor Program, Electronic Catalog, Defense Logistics Agency, Federal Contracts, and GSA Advantage. Based on our research, it was discovered that these sources do not provide the requested equipment.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The government continues to research and evaluate other companies to determine if they are capable of meeting 17 MDG's requirement prior to requesting services as single source or brand name requirements.
