SUBJECT: Sole Source Justification for A23-061 Aircraft Linear Tow Force Monitoring Unit

76 AMXG requires linear tow force monitoring unit to detect the tension placed on the hitch of aircraft towing tractors. This device provides a safety measure to help avoid injury to Government personnel and damage to Government equipment.

Tension at aircraft towing tractor hitch is not discernible by observation, inspection, or various checks.

ncident occurred in which tow bar was disconnected when un-discernible tension was on hitch. As a result, an employee was injured, resulting in significant and restrict from duty. Tension detection device will significantly reduce/eliminate risk of tow bar disconnection when tension is on hitch With tension detection device, aircraft movement speed will be increased as tractor driver will be able to see tractor-hitch tension measurement as they drive able to focus more on optimal speed, and will be able to concentrate less on whether excessive tension is on tractor hitch.

Aero Specialties is the manufacture of the SiPsHitch linear tow force monitoring system. The linear tow force monitoring system is a specialized product that requires installation and operational knowledge. It is not available through distributor or reseller.

Market research was conducted to find potential vendors that could provide Linear Tow Force Monitoring System. The following websites and data bases were used: Dynamic Small Business Search and System for Award Management databases using North American Industry Classification System Codes 336413. FSC code 1680 Miscellaneous Aircraft Accessories and Components. A request for information was issued to 17 vendors on GSA eBuy no vendors responded. A review of small businesses to include 8(a), HUBZone, Service-Disabled Veteran Owned Business, and Women Owned Small Business was also conducted. No small businesses to include 8(a), HUBZone, Service-Disabled Veteran Owned Business, and Women Owned Small Business was identified that could provide a linear tow force monitoring system.

The Government will continue monitoring the market to try and avoid future single source acquisitions.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
