2. NATURE/DESCRIPTION OF ACTION(S):
a. The nature of this action is to modify the current firm-fixed-price (FFP) task order (TO) against the Testing and Evaluation (T&E) Multiple Support Services (MSS) indefinite-delivery/indefinite-quantity (ID/IQ) . This modification will add 7200 labor hours for an engineer to support Configuration Management in Fort Huachuca, AZ. This requirement will include support in option years one through four.
b. The funded amount will increase by $55,176.07 from $355,678.56 to $410,854.63.

3. DESCRIPTION OF SUPPLIES/SERVICES:
a. The Testbed Operations Division is responsible for the operations and management of all testbed facilities within the JITC. Configuration Management is a significant component of the requirements for testbed management. This effort requires the contractor to provide Configuration Management Support to implement Configuration Management policies, procedures, and programs. This effort will involve implementing Configuration Management software to depict current and future infrastructures of JITC, including electrical, network and facility layouts.
b. The contractor will be responsible for conducting all site surveys, data gathering and data analysis for all testbed assets and resources using the tools provided. Site surveys will be conducted on a daily basis to ensure all information is accurate. Site surveys will include but are not limited to measuring buildings (i.e., parameters, rooms, hallways, personnel areas, etc.) and testbeds (racks, workstations, cable trays, electrical wiring, etc.). Data gathering will be conducted on a daily basis to ensure that Configuration Management database is accurate and updated as needed. Data Analysis will be conducted on an as-needed basis to identify any efficiency that can be realized. The data gathered and maintained as a result of the Configuration Management effort will be used by decision-makers to determine the best approach for managing testbed assets and resources.
c. The period of performance end date remains unchanged at February 1, 2014 through
January 31, 2015.
4. SUPPORTING RATIONALE, INCLUDING A DEMONSTRATION THAT THE
PROPOSED CONTRACTOR’S UNIQUE QUALIFICATIONS OR THE NATURE OF
THE ACQUISITION REQUIRES USE OF AN EXCEPTION TO FAIR OPPORTUNITY:
(a) Exception to Fair Opportunity. IAW FAR 16.505(b)(2)(i)(C): The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical modification to an order already issued under the contract, and all awardees were given a fair opportunity to be considered for the original order.
(b) Description of the Justification. Configuration Management Support TO was awarded as a FFP TO ManTech on February 1, 2013 following a fair opportunity competition using the JITC T&E MSS IDIQ contracts. All contractors were given an opportunity to submit a proposal for the original award. Six proposals were received in response to the RFP.
(c) Justification:
(1) Minimum Government requirements. The Government requires highly specialized, multi-disciplinary knowledge and the need for staff to be available immediately to continue support operations. The required timeframe requires personnel to start working immediately to support the impending MILCON project. Any delay in this effort directly impacts the planning process of the MILCON project at Fort Huachuca. Decision-makers require Configuration Management documentation to support the planning of relocating testbed assets and personnel. These support operations require the contractor’s staff to
Page 2 of 5 Pages have knowledge/understanding of Configuration Management processes and procedures used at JITC.
(2) Proposed sole source contractor. The incumbent contractor ManTech, Inc. is the only contractor capable of performing the work given the least amount of cost to the government not while meeting the required testing schedule timeframes. This is due to the amount already invested, meeting the schedule timeframes due to their extensive knowledge and current operation of testbed Configuration Management systems already in place.
(3) Discussion regarding cause of the sole source situation. ManTech is in place now supporting this task and is capable of continuing without interruption. No phase-in or ramp-up will be required to expand this support. The initial request to bid was only 12 months ago and it is not expected that recompeting the task would provide a more cost effective option. This is a logical follow-on.
(4) Demonstration of unique source. ManTech is the only qualified prime contractor capable of providing these services in the required timeframe. ManTech is in place now supporting this task and is capable of continuing without interruption. No phase-in or ramp-up will be required to expand this support. Therefore, it is not in the best interest of the government not to compete this task at the present time, as ManTech is the only contractor that can perform the work with the funding and time constraints. Extensive training on how to capture configuration items would need to be done in order to maintain consistency through the Configuration Management systems if another contractor completed this requirement.
(5) Procurement discussion. The original task order was competed among all seven T&E MSS contractors. Six offerors participated in this competition, of which Mantech, Inc.
was evaluated as the lowest-priced, technically acceptable offer. The need for additional labor is a direct result of planning for a MILCON project and the consolidation of the Configuration Management effort across JITC. Initially, the requirement for Configuration Management efforts was not identified at Fort Huachuca, AZ.
(6) Impact. If JITC were to compete this task, based on historical experience, it could delay the start of the task up to three months based on the timelines to issue a competitive task, as well as ramp up time required if the incumbent is not selected for the task Ramp up time would include training on the Configuration Management systems and training on capturing configuration items properly. Selecting another prime contractor would increase costs by approximately $10,000 - $30,000 due to the need to ramp-up and train on the existing Configuration Management systems.
5. COST/PRICE FAIR AND REASONABLE DETERMINATION: Rates have been established with the basic contract. All rates set forth in the contract, and used on individual task orders, were based on full and open competition and a price analysis was accomplished.
Proposed task order rates and loadings will be compared with the basic contract rates and loadings and verified as fair and reasonable.

6. MARKET RESEARCH:
a. In accordance with FAR Part 10, market research has been conducted for this acquisition. JITC performed a formal analysis of the market through General Services Administration Advantage, and historical contract costs. The action officer has determined through market research and market analysis that in the future, competition can be obtained for the above requirement using competition amongst T&E MSS contractors. However, the only way to avoid additional costs and unallowable time delays to the government is to modify the existing task order to accomplish the requirement.
b. This effort requires highly specialized, multi-disciplinary knowledge and the need for staff to be available immediately to continue support operations. The use of any other contractor other than the incumbent, ManTech, would result in significant delays in filling positions and threaten the ability to provide an acceptable level of support. The current vendor has been performing the contracted duties at an acceptable level for five years. This method represents the best value to the Government, in order to allow sufficient time for a competitive follow-on upon expiration of the TO.
7. ANY OTHER SUPPORTING FACTS: NA
8. ACTIONS THE AGENCY MAY TAKE TO REMOVE OR OVERCOME BARRIERS
THAT LED TO THE EXCEPTION TO FAIR OPPORTUNITY:
(a) Procurement History.
Contract Number: HC1028-12-D-0026-0005 Contractor: ManTech Contract Period: February 1, 2014 through January 31, 2015
Total Contract Value: $899,551.00 Contract Type: FFP
Objective: Configuration Management Support
9. REFERENCE TO THE APPROVED ACQUISITION PLAN (AP): This requirement does not require a written acquisition plan, as one was completed at the base contract level.
