About this file
This document is a sole source justification for establishing blanket purchase agreements to procure 3M adhesives from authorized distributors. The 76th Commodities Maintenance Group requires AF163-2K adhesive film, AF30 structural adhesive, and Scotch-Weld primer to support maintenance of aircraft including the E-3 Sentry, KC-135, and B-52. The Boeing material specifications list 3M as the only approved manufacturer for these products. The agreements would have a $7 million ceiling over five years and be awarded through multiple small business set-asides. Interest was expressed by five distributors. The contracting officer determined prices would be fair based on comparisons to estimates and historical data. The market research found authorized distributors capable of supplying the adhesives. Efforts will continue to increase competition for future requirements.

I. Contracting Activity.
Department: Air Force Materiel Command (AFMC) Office Symbol: AFSC/PZIMA Address: 3001 Staff Dr. Tinker AFB, OK 73145 Program/Project: 3M Aerospace Adhesives BPA
II. Nature and/or description of the action being processed.
The 76th Commodities Maintenance Group (CMXG) requires Blanket Purchase Agreements (BPA) for multiple 3M Adhesives. The purpose of this Class Brand Name Justification (BNJ) is to specify 3M Adhesives prescribed by the specifications stated below for use on multiple aircrafts. A Class BNJ is appropriate because this will cover multiple contract actions under a BPA.
The Boeing Material Specification (BMS) Qualified Products List (QPL) 5-101 and 5-42 lists 3M Aerospace & Aircraft Maintenance Division as the only approved manufacturer for the AF30, AF 163-2K, and Scotch-Weld Structural Adhesive; therefore, it is required that 3M Brand products be procured to meet all the requirements of the 76 CMXG/553 CMMXS Squadron. This acquisition will have an established ceiling amount of $7M. The items that are being procured are as follows:
3M 250 Degree Adhesive Film AF 163-2K certified to BMS QPL 5-101 3M AF30 10mil Structural Adhesive certified to BMS QPL 5-42v 3M Scotch-Weld Structural Adhesive Primer EC-1660 certified to BMS QPL 5-42v
The proposed strategy for this requirement is to issue multiple five (5) year commercial ordering agreements to small business vendors utilizing Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Products and Commercial Services, and Part 13, Simplified Acquisition Procedures. A multiple year approach is appropriate for this effort and will establish agreements with multiple vendors. By utilizing multiple competitive BPAs as the contract vehicles for this acquisition, there are no present or future financial commitments by the Government until we place a call. Additional BPAs may be awarded in the future under this Class J&A to further increase competition.
III. Description of supplies/services required to meet agency needs.
The 76th CMXG is requesting to establish Blanket Purchase agreements for 3M Adhesives. The requested equipment item description/specifications are outlined below.
CLIN 0001 - 250 Degree Adhesive Film 3M AF 163-2K (estimated quantity of 40 rolls per year)
CLIN 0002 -3M AF30_10mil Structural Adhesive (estimated quantity of 40 rolls per year)
CLIN 0003 - 3M Scotch-Weld Structural Adhesive Primer EC-1660 (estimated quantity of 100 rolls per year)
This total estimated price listed below was developed based off three (3) Rough Order of Magnitudes (ROMs) that were received during the Market Research phase. Furthermore, the contracting officer has established the ceiling price of $7M in order to accommodate for future inflation and/or increases in workload. The following is the total estimated price for each delivery period:

IV. Statutory authority permitting other than full and open competition.
DAFFARS 5313.501 - 10 U.S.C. 2302b, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901) V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
The 76th CMXG requires the implementation of BPA's for 3M Aerospace Adhesives qualified to BMS 5-101 and 5- 42v. This is required to provide the needed material for the repair and assembly of flight controls, such as Honeycomb frame of the Flight Control tabs for the E-3 Sentry, KC-135 Re-Fueler, and B-52 aircraft. The BMS QPL's list only the 3M Aerospace and Aircraft Maintenance Division as being the approved manufacturer for the AF 30, AF 163-2K, and Scotch-Weld Structural Adhesive; therefore, it is required that 3M Brand adhesives are procured to meet the requirements of the 76 CMXG/553 CMMXS Squadron.
This is limited to only one qualified manufacturer which is 3M Aerospace and Aircraft Maintenance Division. 3M has been determined as technically acceptable by the Original Equipment Manufacturer (OEM) of various parts, such as the B-52 Radomes Fairings (Technical Order (TO) 16W5-17-3), for which Boeing is the engineering authority for these parts. Boeing states on the QPL which adhesive(s) are acceptable for use when bonding per that specification.
Any changes to the equipment covered by this procurement which does not match OEM and QPL specifications, directly impact operability of aircrafts and impact Air Force missions. Additionally, deviating from the BMS QPL would require changes to the TO, and the technical evaluation for cognizant engineering.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
Market Research found a list of distributors approved by Boeing and 3M to supply these adhesives. As the list is well populated, and this is a commercial item, there should be a significant amount of competition for this solicitation. Listed below are the distributors that are currently authorized by Boeing and any sales must come from the following authorized vendors or 3M. If not, the government or potential vendor would be at risk of being in violation of Boeing Technical Data.
1. Heatcon Composites
2. Pacific Coast Composites
3. Addev VMS
4. FirstKem LLC
5. Cail Tool & Machinery
Based on Market Research, it has been determined that issuing agreements to multiple small business vendors listed above would generate competition when a requirement is solicited, and the BPA call is executed. This requirement will be executed as a total small business set aside, where multiple individual BPAs will be issued to small businesses.
This requirement was synopsized 13 November 23 and multiple businesses listed above have confirmed their interest in these BPAs.
This NAICS, description, and FSC falls under NMR Class Waiver and as such must be awarded to a Small Business (https://www.federalregister.gov/articles/2005/02/09/05-2526/small-business-size-standards-waiver-of- thenonmanufacturer-rule).

The Contractor may be required to provide other than certified cost and pricing data to supplement our comparison with historical pricing and Government estimates. Based on the foregoing, the Contracting Officer hereby determines the anticipated price will be fair and reasonable.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Market research was performed by reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code (325520) looking for companies that could provide 3M Frozen Adhesives. A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide 3M Frozen Adhesives. The following Small Businesses found were:
