About this file
This justification document outlines a sole source contract award for Prephix subscription renewal services. The General Services Administration will award a firm fixed price contract to Enterprise Management Solutions, LLC for Prephix subscription and maintenance services. The contract will be performed from July 2021 through July 2026 and provides software updates and support for perpetual licenses used by the United States Air Force Central Command. The justification cites that Prephix is the only product certified and accredited for use within the Air Force's customized network, and changing to an alternate product could impact continuity, interoperability, and security. Market research found Enterprise Management Solutions to be the sole manufacturer and provider of Prephix.

2. Nature and Description of Action:
The General Services Administration (GSA), Federal Acquisition Services (FAS), Assisted Acquisition Services Division (AASD) has received a requirement from the United States Air Force, U.S. Air Forces Central Command (AFCENT) A60 SCX Plans & Programs 524 Shaw Drive, Suite 126 Shaw AFB, SC 29152, to procure Prephix Subscription Renewal for a period of 12 months with two (2) annual options. The required items will be procured under FAR 12.603 and FAR Part 13.501 ordering procedures and will be executed on a Firm Fixed Price basis.
3. Description of Supplies and Services:
This is a requirement for United States Air Force, U.S. Air Forces Central Command (AFCENT) A60 SCX Plans & Programs 524 Shaw Drive, Suite 126 Shaw AFB, SC 29152.
The Prephix Subscription Renewal is required to ensure consistency of the current configurations, continuity of training, and interoperability. Using other items in the AFCENT infrastructure is not mission effective or cost effective and places additional testing, training and administration burden on the Government as similar software is currently fielded in the network and have already been approved, certified, and accredited with the weapon accreditation baseline. At this time, AFCENT doesn’t have a qualified replacement that can fit into their customized environment that will not limit, diminish, or cripple the agencies capabilities to deploy compatible functional servers to their current network. The procurement of other products could result in discontinuity and lack of interoperability and uniformity within the network. The entire IT systems have to be certified and comply with all of the Information Assurance requirements. The requested Prephix renewal has been certified. If a substitution was purchased, the offered items would have to be properly screened and vetted to ensure that they meet all of the configuration management and security requirements. This procurement is to acquire software maintenance for perpetual licenses which provides software product updates and support for existing licenses.
6. Market Research
Market research was conducted in accordance with FAR Part 10. This acquisition is a follow on to a previous, sole source buy: ID04200084. The manufacturer, Enterprise Management Solutions, LLC, has confirmed by letter dated April 14, 2021, that they remain the sole manufacturer of Prephix and that they have no authorized resellers. Therefore, this requirement will be issued via Open Market as a sole source under FAR Part 12.603 and FAR Part 13.501 to Enterprise Management Solutions, LLC.
7. Statement of Actions to Overcome Barriers to Competition:
In an effort to remove or overcome barriers to competition in the future, the market will continue to be scanned frequently for new companies and products that could satisfy the Government’s requirements. AFCENT staff meets regularly with equipment manufacturers and vendors and attends manufacturer and industry training to keep current on technology. Vendor and trade magazines are scanned for new, open technologies that can satisfy future infrastructure requirements. As an integration lab, the agency will continually revisit the brand name item currently being used and will research for the manufacturers and products that will be in the Government’s best interest as best value for future replacement software at the agency’s site and at sites the agency supports. The current situation requires Prephix Subscription Renewal as it is the only brand currently certified to run in the AFCENT network that can provide the level of security needed to be fully accredited. Since there is a continual revisit of the brand names currently being used by the agency for the present equipment, if/when alternatives to the requested equipment become available, they will be reviewed for approval to use.
8. Contracting Officer Determination
The Contracting Officer has determined that the anticipated price to the Government for this acquisition will be fair and reasonable. In accordance with FAR 15.404-1 actions anticipated to ensure the reasonableness of the proposed price will be accomplished. The Contracting Officer will employ various price analysis techniques and procedures to ensure a fair and reasonable price. Examples of such techniques may include but are not limited to: comparison of the proposed price to historical prices paid, comparison of the proposed price with the IGE, and comparison with published price lists.
