About this file

This is a Single Source Justification form for acquisitions under the Simplified Acquisition Threshold (FAR 13.106-1(b)(1)) issued by the Federal Communications Commission Enterprise Acquisition Center.

The Federal Communications Commission is procuring a digital subscription to the Wall Street Journal for the Office of the Secretary. The current contract (273FCC22P0074) expires on 06/02/2026, and the contract type being contemplated is Firm Fixed Price (FFP). The sole source contractor identified is Dow Jones, located at 4 New York Plaza, New York, NY 10004, with point of contact Tom Glieden (thomas.glieden@dowjones.com). Delivery/performance is required at 45 L Street, NE, Washington, DC 20554. The justification for single-source procurement is based on unique capabilities and supplies possessed exclusively by the Wall Street Journal. The publication is the largest daily and online newspaper in the United States, providing business and finance reporting, scoops, analysis, and expanded coverage in politics and lifestyle sections. The WSJ subscription includes breaking news streams, interactive features, video, online columns and blogs, and serves as an indispensable source of global and regional information for influencers, leaders, and decision-makers in the United States, Europe, and Asia. The form certifies that FCC staff requires this subscription agency-wide to maintain awareness of industry changes and perform their jobs effectively, and that no other contractor can provide equivalent capabilities and supplies.

4 Justification for limitation of sources: The Office of the Secretary requires follow-on services pertaining to the annual licensing of the digital subscription to the Wall Street Journal. The current contract (273FCC22P0074) is due to expire 06/02/2026. The contract type being contemplated for this follow-on is Firm Fixed Price (FFP). The Wall Street Journal is the largest daily and online newspaper in the U.S reaching a uniquely influential audience in digital, video and on mobile platforms. The subscription includes breaking news streams, interactive features, video, online columns and blogs that cover telecommunications, politics, global finance, technology and more.
Technical RepresentativeContracting Officer Representation Certification: WSJ subscription provides unique capabilities/supplies possessed by only one contractor, The Wall Street Journal. They are the only source capable of providing business and finance reporting, scoops, and analysis. WSJ now has expanded coverage in politics and offer new features and sections including targeted-interest blogs and digital content via WSJ.com and its online video initiative WSJ Live. The subscription is also an indispensable source of global and regional information for influencers, leaders and decision-makers in the U.S., Europe and Asia.
